Freedom for All Americans (in concert with its sister organization Freedom for All Americans Education Fund) is the bipartisan campaign to secure full nondiscrimination protections for LGBTQ people nationwide. In 2018 alone, FFAA/EF’s campaigns were instrumental in passage of transgender nondiscrimination protections in New Hampshire, the defense of existing protections in Anchorage and Massachusetts, and the prevention of anti-LGBT bills in Tennessee. At FFAA/EF, Masen:- Restructured, stabilized, and led 501(c)3 and 501(c)4 organizations with a combined budget of $3.5 million after the departure of its founder.- Strengthened the organizations’ fiscal health and built their first financial reserves by growing and diversifying funding, improving financial controls, and renegotiating funder contracts.- Represented the organization with donors and in the media; managed 21 staff working remotely across the U.S.; and navigated complex donor, political, and movement relationships.- Developed a strategic roadmap focused on winning nationwide protections by 2025 and launched programs such as America Competes to mobilize corporate advocacy and impact in LGBT nondiscrimination campaigns.

The Gill Foundation is one of the largest LGBT funders in the U.S. At Gill, Masen:- Led development of grantmaking strategies to prevent rollback of LGBT protections after the 2016 elections.- Managed the foundation’s Litigation, State Agencies Project, and Transgender Familiarization portfolios to drive a proactive legal strategy on sex discrimination; secure pro-LGBT executive actions among governors and Attorneys General; and increase familiarization and support for pro-transgender laws and policies.- Served on the senior management team to inform the Gill Foundation’s broader strategies within the LGBT movement and its partnerships in the philanthropic sector.

Independent consultant helping non-profit and philanthropic organizations maximize their impact. Major projects included leading partner engagement for Our Tomorrow (a collaborative project to envision the future of the LGBT movement); facilitation and launch of the International Trans Fund; environmental scans for major foundations; and executive coaching for social justice leaders.

Global Action for Trans Equality (GATE) is an international non-governmental organization advocating for gender identity, gender expression, and bodily autonomy issues in international human rights mechanisms. At GATE, Masen:- Partnered with GATE’s remaining co-founder to incorporate as an independent U.S. nonprofit; led the organization’s strategic planning process; stabilized revenue; and secured multi-year U.S. State Department contract to advocate with the World Health Organization for revisions in the International Classification of Disease (ICD-11).- Managed the organization’s day-to-day operations including finance, fundraising, and human relations.- Represented GATE within international human rights and funding mechanisms, including serving as a member of the U.S. delegation at the United Nations 2016 High Level Meeting on AIDS and participating in strategic planning and stakeholder meetings for The Global Fund to Fight AIDS, Tuberculosis, and Malaria.- Facilitated the creation of the International Trans Fund, a participatory grantmaking fund to support autonomous trans groups around the world; to date, the ITF has distributed $1.14 million to 54 trans-led groups in 38 countries.

San Francisco Bay Area

Masen Davis served as the Executive Director of the Transgender Law Center, a civil rights organization advocating for transgender communities. Under Masen’s leadership, TLC won significant legal and policy victories helping thousands of transgender people claim and uphold their fundamental civil rights, including a landmark EEOC ruling that transgender people are covered by Title VII of the 1964 Civil Rights Act; leveraged over $1 million of public funds for transgender employment programs; and launched innovative programs promoting economic empowerment, healthcare access and leadership development. At Transgender Law Center, Masen:- Secured and stewarded financial resources, increasing the organization’s assets by 340% while growing the annual budget by 445% - from $385,315 to $2.1 million.- Led creation of strategic plans to focus and maximize agency’s impact, resulting in a national expansion and deepened focus on healthcare, employment, and policy advocacy.- Developed strategies, relationships, and shared vision among policymakers, partners, and constituents to secure new legislation and regulations in California, including the Gender Non-Discrimination Act (AB 887), the Vital Statistics Modernization Act (AB 433), the Success Success and Opportunity Act (AB 1266), and insurance bulletins removing transition-related exclusions from CA health plans.- Oversaw messaging research and served as expert spokesperson on a range of transgender issues in national and international media, including MSNBC, CNN, and the BBC.- Contributed to growing international movement for transgender rights through participation and presentations in global convenings, including the 2010 International Congress on Gender Identity and Human Rights; 2011 OSF International Best Practices Seminar convening; 2013 exchange with activists in Chongqing, Shanghai, and Beijing; and 2013 Advancing Trans* Movements Worldwide funders convening in Berlin.
