Mason M. As a Director in the National Industry Strategy Group, an operating unit of the University’s Workforce Solutions business unit, work included designing and implementing workforce development solutions for national industry associations, their corporate members and allied educational and professional certification groups. A particular focus of responsibility included aligning University of Phoenix’s academic pathways and programs with large, industry-level vertical markets to improve outcomes for students by meeting skill and competency demands by business and industry. Portfolio included supporting the University’s Community College Center for Excellence by developing partnership opportunities between community colleges, businesses and industry associations, and University of Phoenix.

Provided leadership and oversaw the institutional advancement efforts of the College, including Institutional Marketing and Communications, the Development and Grants Office, Institutional Research, Strategic Planning and Accreditation, Legislative Relations and Community Relations. Particular successes included raising approximately $100 million in three years, including securing an unprecedented $50 million in state capital appropriations for the South City Campus’ Center for New Media and the Taylorsville Redwood Campus’ Instructional and Administrative Building, implementing a nationally and locally recognized brand and marketing campaign that included a record number of positive earned media stories, and fostering new agency and corporate partnerships and support for the College.

Appointed as the Principal Deputy Assistant Secretary in the Employment and Training Administration, U.S. Department of Labor during the George W. Bush Administration. Served as ‘Chief Operating Officer’ for the agency and held senior administrative responsibility for strategic planning, budget development and fiscal management, media relations, congressional relations, staff management and development, program and initiative implementation, and resource allocation. Testified on Capitol Hill on economic and employment issues before the House Ways and Means Committee and the Joint Economic Committee, among others, and delivered numerous speeches on economic issues across the country. Appeared on a number of television programs, including C-SPAN’s Washington Journal, and was quoted in national publications such as the New York Times. Led efforts to reauthorize the Workforce Investment Act, Trade Adjustment Assistance and Title V of the Older Americans Act, as well as the transfer of the YouthBuild program from HUD to the Department of Labor.

Developed annual legislative action plan and implemented strategic priorities; managed and directed various marketing campaigns that included public relations, advertising and earned media components; served as legislative and marketing liaison for the states in order to facilitate best practices and communicate federal policy changes and managed the implementation of the Wage Record Interchange System, including the development of confidentiality policies and administrative procedures.

Negotiated the legislation that implemented the largest reorganization in Utah state government history and welfare reform in Utah. Became the first Public Affairs Director, and immediately developed and implemented a nationally-recognized marketing effort. Because the Department was a new agency that never existed, experience included creating a new brand and new sets of brochures and publications, developing and implementing major television and radio marketing campaigns, creating internal employee video and written communication pieces and developing and maintaining a new Web site.
