BMUV Support Project for Implementation Instruments for the Global Biodiversity Framework and Paris Agreement (BioClime) with a focus on policy advice for CBD and UNFCCC negotiations, partner countries, partnerships as well as dialogues and knowledge management focusing on GBF and PA implementation instruments and linkages between biodiversity and climate change at policy (CBD, UNFCCC), planning and implementation level (esp. nature-based solutions, linkages between NBSAP and NDC etc)

BioFrame worked with the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMUV), assisting its Division on International Cooperation on Biodiversity in the negotiations under the CBD, especially on the GBF. In this context, the project also contributed actively to public relations work. The project also provided strategic advice on instruments for implementing the GBF, on green economic recovery in the context of the coronavirus pandemic, and on synergies that exist between biodiversity conservation and climate action. In Costa Rica, Indonesia and South Africa, using measures to protect and restore nature, the project is exploring these synergies and testing integrated approaches. It is als supportedthe Indonesian Ministry of National Development Planning in revising its NBSAP.

Policy advise / support to the German Federal Ministry for Environment (BMU) as the German CBD focal point on the current Global Biodiversity Framework negotiations and the CBD post 2020 implementation process with focus on1. support for negotiations on the new biodiversity goals, targets and elements and on capacity development2. linkages between biodiversity and climate change at policy (CBD, UNFCCC), planning and implementation level (esp. nature-based solutions, linkages between NBSAP and NDC etc),3. enabling conditions for implementing the biodiversity framework (in particular capacity building and financial instruments) and 4. communicating the importance of biological diversity a broader public audience.

1) Providing advice to partner countries & international communities in the BMU-IKI funded GIZ project "Mainstreaming Ecosystem-based Adaptation" via multi-stakeholder dialogues. Partner countries include Mexico, Peru, South Africa, Vietnam, the Philippines, Thailand, Indonesia, Central Asia, Colombia and Brazil • Collection and publication of methods for strengthening ecosystem-based approaches in planning and policy processes including landscape and forest governance• Collect & publish good practice cases from NGOs and development organizations under the online PANORAMA Solutions platform supported by GIZ, IUCN, UNE, GRID-Arendal and RARE. • Coordinate studies on policy entry points, governance, valuation of benefits of ecosystem-based approaches, risk assessments at landscape and watershed level • Prepare inputs for training sessions on EbA mainstreaming for governmental and non-governmental stakeholders• Support knowledge and experience exchange in more than 10 multi-stakeholder dialogues; facilitation of seminars, webinars, technical workshops; e.g. international community of practice workshops in Germany and Thailand, side events (EbA Knowledge Day) in the context of UNFCCC and CBD conferences• Provide inputs for lectures and seminars including UNU, UN-Environment webinars.2) Coordination and management of project activities:•Set up of the operational plans and oversee project activities in Peru (integration of ecosystem services and adaptation in public investment projects in mountain landscapes) and the Philippines (risk reduction to communities via ecosystem restoration) including operational planning, coordination with other initiatives in the countries, regular communication with national experts. • Prepare reports for BMUB incl. monitoring of project indicators• Regularly coordinate with similar initiatives on EbA, forest governance, biodiversity conservation within GIZ, IUCN, IIED, IISD, WWF, TNC, CI, UN-Environment etc.

1) Policy advice to the Indonesian Ministry of Environment and Forestry (MoEF) and partners within the BMZ funded GIZ Forests and Climate Change Programme (FORCLIME) on forest and climate change policy and strategy development incl. the following:• upscaling of experiences on the establishment of forest management units (FMUs), sustainable forest management (SFM), community-based forest management (CBFM) & piloting of sub-national REDD+ initiatives. • support the improvement of the REDD+ architecture (e.g. FREL/MRV, safeguards, grievance & redress, benefit sharing mechanisms) • support the integration of climate change, forest governance principles and gender aspects into strategic plans • support cross-sectoral, intra- and inter-institutional cooperation between government, non-state actors, research and donors in order to improve forest governance in Indonesia • participate in national, regional and international meetings and conferences on forest governance, climate change (REDD+, FLEGT-VPA, NAMA, climate finance) and biodiversity conservation2) Supervise the implementation of GIZ Global Forest Governance Programme (FGP) activities on the strengthening of civil society in local forest governance and climate change mitigation incl.:• forest conflict analysis, mediation and resolution strategy in 5 communities in Kalimantan (NGO WG Tenure) / forest governance monitoring for CSOs (Forest Watch Indonesia, FWI)3) Management: regular communication with partners and FORCLIME staff (GIZ, KfW), operational planning and follow up, coordination of consultancies and project missions, elaboration of ToR, recruitment of experts, technical advise and backstopping, quality control, monitoring of activities and results, coordination with related programmes e.g. GIZ , EU, UN, FIP, AfD, Norway, CIFOR, etc.4) Annual and quarterly progress reporting; set up of brochures & publications

Lead author, negotiator and expert of EU negotiation team for the EU position on the post-2020 global biodiversity framework (GBF) under the CBD on goals and targets. Advice to the EU Council Presidency (Czech Republic) on the CBD GBF. Preparation of the EU position paper and background documents. Inputs for EU expert groups. Support the preparation of EU statements for CBD negotiations. Speaker inputs for EU during CBD negotiations (Open ended working group 5 and COP 15).

Advice to the EU Council Presidency (Slovenia) on the CBD GBF. Preparation of the EU position paper and background documents. Inputs for EU expert groups. Support the preparation of EU statements for CBD negotiations. Speaker inputs for EU during CBD negotiations (Open ended working group 3). Follow up and analysis of statements during CBD negotiations as a basis for further development of EU position.

BMZ-SFF funded Project: Providing advice to the Indonesian REDD+ Agency in the set up and implementation of an expert dialogue in Germany for an Indonesian delegation of 35 high level decision makers from national provincial and district governments from Sumatra, Kalimantan and Sulawesi on “Forest Management Units (FMUs) as basis for sustainable local forest governance and climate change mitigation” with focus on subnational forest governance, sustainable forest management, green development and biodiversity conservation/biosphere reserve management.1. Preparation: Set up of the proposal, communication with partners, coordinate travel logistics in Indonesia and Germany, prepare an information booklet and speaking notes. 2. Implementation: Coordinate the expert dialogue meetings in Germany including moderation and facilitation (Hessian Ministry of Environment, BMZ, GIZ, KfW, HessenForst, Biosphere Reserve Rhoen); Coordination of programme, time schedule and logistics and communication with pressDocumentation and Follow up: Reporting and briefing with stakeholders on results of the expert dialogue; conduct a follow up workshop in Jakarta on lessons learnt and follow up measures at subnational level on FMU development and improved forest governance

Consultant on NRM and Climate Change: 1) Project acquisition and writing of technical proposals. 2) Management of ODA Programmes and Projects (long- and short-term) for GIZ, EU, WB, IDB based on donor specific management tools (e.g. Capacity WORKS, EU PCM, EU Logframe, etc.); communication with clients and partners, coordination of project assignments, development of ToR, selection and recruitment of experts and technical and administrative backstopping, quality control, M&E 3) Implementation of short-term assignments (trainings, workshops, studies) 4) Participation of seminars (e.g. GIZ FATA Environment and Climate Change „Umwelt.Klima“, GIZ working group on forest management, GIZ working group regional and communal development ReKomEnt). 5) Elaboration of publications, broshures and presentations

Monitoring of private (company owned) forest and climate change projects in Argentina, Uganda and Paraguay on carbon forestry, Land Use, Land Use-Change and Forestry – LULUCF. Elaboration of Project Design Documents (PDDs), including baseline scenarios and CO2 sequestration models. Appliance of UNFCCC baseline and standards monitoring methods. Development of a monitoring system for the company forest plantations. Technical assistance to project partners with focus on carbon monitoring (measuring, reporting and verification MRV) and plantation management. Assessment of most important carbon and safeguard standards (VCS, PlanVivo, VER+,CCBA, CarbonFix) for a potential application in the forest plantations.

GTZ funded training and capacity building of forestry faculty personnel, teachers, students and public servants; development of a comprehensive database of Cambodian tree species (“Digital Species”) as a knowledge and decision making tool for the Ministry of Agriculture, the Forestry Department and NGOs working in the NRM sector.

FSC customer care for forest management (FM) and chain of custody (CoC) certificates; national and international project acquisition; elaboration of FSC and PEFC certificates, contracts and offers; training in the FSC principles and criteria, forest ownership and forest user rights, indigenous people rights, stakeholder and employee rights, forest utilization, environmental and biodiversity impacts, management plans, controlling, high conservation value forests, plantation management; administrative support to auditors including monitoring of auditor activities; participation in certification audits in forest- and timber processing companies; supporting the setup of a department-internal quality management system (QMS).

GTZ funded cost-benefit analysis of traditional land use systems on Leyte Island (incl. “Rainforestation Farming”) with support of project preparation and implementation, scientific mentoring/monitoring of field research on biodiversity, soil science, forest growth, forest economics, bioclimatology; support of partnership implementation between University of Göttingen and Leyte State University.

DAAD co-funded research project for the master thesis: Monitoring of Forest Gardens and Montane Forests as important Land Use Systems in Central Sulawesi in the framework of the SFB 552„Stability of Rainforest Margins in Central Sulawesi, Indonesia - STORMA“. Planing, methodological preparation and implementation of forest monitorings. Leading a team of national researchers and assistants. Coordinating research activities with the University of Bogor and Göttingen.
