About Mathias Kjaer

I am a Diplomat/Development Specialist with the Danish MFA, splitting my time between Nairobi and Hargeisa, focusing on the design, monitoring, evaluation, and most importantly, implementation of governance and economic growth activities in conflict-affected and/or restrictive environments. Over the last 17 years, I have completed assignments in 20 countries for a variety of international clients including bilateral donors, NGOs, foundations, and multilaterals.Currently, as Head of the Danish Representation Office Somaliland, I provide oversight, monitoring, and strategic direction for over DKK 350 million in Danish development assistance. Uniquely within the Danish MFA, I have experience implementing the full program cycle: overseeing pre-feasibility studies; leading the identification and formulation of individual projects; facilitating major EU procurements; promoting adaptive partner relationships; ensuring consistent compliance, performance monitoring and reporting; and ensuring the utilization of reviews and evaluations. During my time I have grown the Danish portfolio in Somaliland by 70% over the last four years (totalling an additional DKK 80m) despite considerable political and fundraising challenges, as well as securing a record DKK 270 million (200% increase) for future programming. I helped re-establish the Somaliland High-Level Development Forum based on a ground-breaking "Partnership Framework," which outlines the confines of the working relationship between government and international partners. I represent Denmark on the Joint Steering Committee for the Somaliland Development Fund; and have covered for the Danish Ambassador as Chargé D'Affaires during the summers of 2023 and 2024, overseeing a DKK 1.2 billion portfolio with political, military, economic, and personnel responsibilities across the Embassy's offices in Nairobi, Mogadishu, and Hargeisa.Finally, I manage the Embassy’s largest field office, overseeing personnel, operating costs, security arrangements, program activities, and annual audits. This has included major change-management processes such as an office upgrade and relocation, and staff turnovers and related legal challenges. The role also includes regular field visits to elevated threat/restrictive areas, including for VIP visitors, with a responsibility for ensuring both substantive content as well as operational safety; as well as providing regular political reporting and analysis on regional political, security, and human rights developments in the broader Horn of Africa region.
