Laing O’Rourke were commissioned in the provision of a new train maintenance centre at Wulkuraka, west of Brisbane, for Bombardier as part of the Queensland Government’s New Generation Rolling Stock (NGRS) project $220M.The role included manging the engineering team for the project covering the delivery of all rail design and construction for the new depot. The team were responsible for the provision of the rail components including:• Bottom Ballasting• Rail installation (Plain Line & Turnouts)• Flash butt Welding strings• Tamping and Regulating• Rail Adjusting and Stressing• Depot and Traction Bonding• OHW Installation• Installation of Specialist Rolling Stock Equipment in Depot.Project Manager for the delivery of the rail component of the project with budgets of $20M for Track overhead and signalling delivery, and $25M for the provision of Specialist rollingstock equipment, including:• Liaising with and management of contractors and specialist equipment suppliers.• Review and approved design from Initial Concept to Approved for Construction.• Produce as built and redline drawings.• Interfacing with project stakeholders.• Package management.• Managing technical queries and scope changes.• Safety and Design review.• Management of risk registers.• Pricing variations.• Bidding for further projects.

Project Engineer on Adelaide Electrification Project.Delivering 100km of 25kV OHW equipment and associated Isolators, Booster Transformers and Emergency Supply Transformers.Duties include:• Construction review of design at IFE and IFC stage.• Manage design changes and NCRs.• Supervise and mentor Site Engineers.• Deputise for Senior Project Engineer when required.• Material ordering, allocation and budgeting.• Site support for OHW construction teams.• Preparation of SWMS, Construction Methodologies and Work Packs.• Track delivery and report progress against plan.• Complete As-built records and QA documentation as per client’s requirements.

Managing a range of activities covering: • Ultrasonic non-destructive testing• Thermit rail welding • MMA Weld repair• Rail lubrication• Grinding of plain line and S&C. Activities co-ordinated through 4 direct reports managing maintenance team of 36 staff and associated budget.Run a compliant ultrasonic testing programme throughout the delivery unit including train-detected suspects, rail defects and Rolling Contact Fatigue sites.Maintain a current and accurate rail defect database covering all faults from inspection, detection to removal. Analyse and report to support budget allocations, targeted renewals and asset deterioration. Manage the area rail welding resource completing defect removal, rerailing and weld repair activities. As part of a compliant rail management regime, manage the removal of S&C grinding faults and targeted train borne grinding resource in consultation with local maintenance engineers.Identify areas of non-compliance and submit/assist with the application of control measures to support the delivery unit.

As part of track renewal activities complete site survey analysis.Cover duties of Safe System of Work planner; prepare work plans and method statements.Act as Site Engineer for renewals and construction sites.Complete and package all data to enable Site Handback to maintainer.Collate and validate site survey data and prepare compliance reports for design approval.Plan and manage 6 man site survey teams.Technical assistance to Supervisors/Isolation Planners as required. Pre and post work surveys, providing training and guidance to staff on correct survey procedure.
