I have been serving as a board member and as a faculty member since 2014, September at NJCU's Logistic center which has the potential to be one of the best in the eastern region based on the initial interests from various companies and organizations. I will continue to teach online classes for NJCU, as an adjunct faculty. Several courses have been successfully competed and looking forward to teach few more.

Built an enterprise GIS system from conception to completion and launched a thriving Union County GIS Bureau, earning promotion to lead all county government IT operations for 500+ employees, including help-desk, networking, engineering, and programming. Led Union County to become the first county in NJ to digitize and publish Certified Drug Free Zone Maps using Arc SDE, Arc Info, and Arc Server to publish maps securely, subsequently diminishing operational costs for the Prosecutor’s Office.Directed Union County in becoming the first NJ county to automate the Megan’s Law Notification Process in GIS, thus eliminating paper trails and saving considerable Prosecutor’s Office employee efforts.Persuasively promoted and effectively coordinated the integration of GIS maps into 14 municipal 911 systems, facilitating crime scene mapping and the tracking of several potential criminal escape routes for dozens of offenders.Considerably accelerated fire emergency response time by initiating GIS system use in 21 Fire Departments, which included the GIS mapping of 18,000 fire hydrants.Saved $150K annually by designing and publishing an official county map and distributing 150,000 copies. Spearheaded the design and implementation of the Cartegraph Asset Management System for the entire county (2600 employees in 18 dept’s), effectively replacing four different asset management systems previously used in various departments.Realized 99% asset accountability and accuracy and effective tracking of operational costs through Cartegraph by monitoring location, availability, and history of 15,000 pieces of equipment, as well as employee time through a digital timesheet. Cartegraph is currently expanding to IPod and Android phones for employees in the field.Conducted engaging and comprehensive trainings on GIS system and Pictometry software for 21 Police Departments, county police, Sherriff’s Department, and Prosecutor’s Office staff.

BUREAU CHIEF – BUREAU OF GIS / PROJECT MANAGER – IT, County of Union, Elizabeth, NJ, 1999 – PresentRecruited by Union County government to build their GIS system from conception to completion; GIS is currently used by nearly all departments, including law enforcement departments across the county. Lead all county government technology operations for 500+ employees, including helpdesk, networking, engineering, and programming. Direct the use of GIS in enhancing government offices such as administrative, police, correctional, and medical facilities. Supervise GIS staff, administer the annual operating and capital budgets, and recommend future capital improvement projects. Develop capital project requests for infrastructure and software upgrades and maintenance. ▪ Direct the installation of all GIS systems, GIS servers, and MS SQL servers, and provide GIS system application support to user departments and agencies. ▪ Manage a GIS public web portal that is accessed by over 200 people per day. ▪ Managed five aerial flight projects, including the county’s first aerial flight with six basic GIS layers digitized, and published the aerials through the GIS website using Arc SDE.▪ Wrote the scope for hundreds of GIS projects, negotiated contracts with vendors, completed projects, and published data. ▪ Oversee all major and minor bridge repairs and routine maintenance using the asset management and DOT systems, while coordinating eight signal and intersection improvement projects from start to finish. ▪ Mapped all foreclosure homes in the county to track the worst locations, mapped wards and voting locations for the Board of Elections, and actively participated in the redistricting process with the Census Bureau.▪ Managed multiple projects involving the collection of 18,000 road signs, 12,000 county trees, and 500 miles of county road rating data with videos and photos of the assets.

Successfully supervised and instructed upwards of 250 students annually in engineering drafting and design usingAutoCAD 2-D and 3-D software. Carefully constructed the curriculum utilizing student learning need evaluations. Strategicallymanaged hundreds of courses during four-year tenure and maintained 120 classroom computers with a network and servers.▪ Increased student enrollment by 30% and facilitated 100% of graduates in securing employment by developingand implementing quality instructional plans tailored to educate students on crucial AutoCAD-related topics.▪ Recognized as one of the highest rated teachers, twice earning “Teacher of the Year” and achieving a 98% positivestudent rating by leveraging creative approaches to identify and resolve student instructional and progress issues.

Effectively managed the entire office network and served on a critical technical project team to design roadways, siteplans, park renovations, and parking lots using AutoCAD and other software.
