I manage and oversee the work of thirteen attorneys and frequently advise the Secretary of Energy and brief Members of Congress and staff on environmental issues associated with various Department of Energy sites and facilities.Selected Legal Experience:• I managed and negotiated the January 2016 agreement with the State of New Mexico settling the legal issues associated with the packaging of transuranic nitrate salt waste drums at the Los Alamos National Laboratory.• I managed and negotiated the January 2016 agreement with the State of New Mexico settling the legal issues related to the 2014 release of radioactive materials from the Waste Isolation Pilot Plant.• I was a key advisor in the negotiations and eventual litigation with the State of Washington concerning the 2010 Consent Order governing the construction and initial operation of the Waste Treatment and Immobilization Plant. • I oversaw and negotiated the 2016 Consent Order with the State of New Mexico governing the cleanup of legacy waste at the Los Alamos National Laboratory.

My efforts avoided costly litigation with the State of Nevada over the use of those acres for the disposal of low-level radioactive waste.

Selected Experience:• I advised the Ambassador and Deputy Chief of Mission and various high-ranking Iraqi Government officials relating to the Iraqi Government’s effort to pass and implement the Hydrocarbon Framework Law, the Revenue Management Laws and other laws associated with the development of Iraq’s petroleum resources and infrastructure.• I was appointed as United States representative to the Iraqi group commissioned by the Iraqi Prime Minister to oversee the disposition of nuclear materials and the cleanup of Iraq’s damaged nuclear site at Tuwaitha, Iraq.
