Provides advice, guidance, and support to management on employee relations issues to include the areas of discipline, adverse actions, performance management, hours of work, overtime, and leave. Uses knowledge of labor relations to advise management on collective bargaining agreement interpretation, grievances, arbitration cases, unfair labor practice claims, requests for information, negotiability determinations, and provides representation in impact and implementation and collective bargaining agreement negotiation sessions. Researches, analyzes, and interprets case law, Federal laws, rules, regulations, and Agency policies to provide advice and guidance on labor and employee relations issues. Resolves a wide variety of labor and employee relations issues which typically include incomplete and conflicting information.
