Director - Financial Regulatory Policy

Head Of Prudential Banking, Financial Services
Currently responsible for leading a team of six in developing regulation across: 1. Prudential banking (Capital Requirements Regulation and Directive, FS Bill Basel measure);2. The Investment Firms Prudential Regime (FS Bill measure);3. Securitisation; and4. Covered Bonds. As part of this, my team and I have delivered:1. A significant package of legislation in the FS Bill to implement Basel 3 and 3.1, the new Investment Firms Prudential Regime (IFPR), and updates to the MiFID Article 47 equivalence regime. As part of the former, this involves the creation of a new framework to govern regulator rulemaking, ensuring key public policy objectives - such as the relative standing of the UK - are taken into account when the regulators develop their detailed rules.2. Working with the FS regulators, to create a regulatory environment that is beginning to be tailored to the UK, for example through the removal of the EU's Intermediate Parent undertakings (IPUs) requirement, and removing the EU's forced credit institution authorisation for systemically important investment firms.Over the course of 2021, we will be delivering:1. A review into the effectiveness of the retained EU securitisation regulation;2. A significant package of secondary legislation to underpin the primary legislation regarding Basel 3/3.1 and IFPR;3. Working with the PRA on the implementation of Basel 3.1; and4. Led a team responsible for governance and strategy development & co-ordination of the UK's customs policy regarding EU Exit.
Head Of Payment Systems And Services
Led a team responsible for:1. UK implementation of the 2nd Payment Services Directive (PSD2), including the maximalist ban on surcharging to provide certainty and clarity to consumers. 2. Negotiation of the 2nd Cross Border Payments Regulation (CBPR2).3. Ensuring the UK payments regulation functions after leaving the EU, including ensuring the onshored regulations support the UK industry's desire to maintain membership of the Single Euro Payments Area (SEPA). 4. Working with the Financial Services regulators (FCA, PSR and BofE) to ensure coordinated and effective regulatory responses, including: participation on the steering board for authorised push payment (APP) scams.5. Delivering widely highly sessions on payments at HMG's two international FinTech conferences.

Responsible for a range of different policy areas at various points in post, including:1. Child-focused savings policy within HM Treasury, with a focus on analysis, policy development and policy implementation.2. Development of the Help to Buy ISA and extension of the Innovative Finance ISA to crowd-based debt securities.3.
