About Matthew C. Davis

Matt Davis spent 20 years in the Navy as a Master Explosive Ordnance Disposal Technician and a Deep-Sea Diver. Completed combat tours of duty working with SEAL Team One, Army Special Forces, and International Special Forces Teams. Matt rounded out his naval career as a Senior Enlisted Leader at the United States Naval Academy and was ranked #1 among his peers because of his commitment to the team and ensuring that each and every team member performed at his or her peak capability. Matt is currently Ridgeline Partners Director of Innovation and Transformation, coaching for Disney, Estee Lauder, AIG, and their top executives. His passion for working with multifunctional teams and people with diverse backgrounds and capabilities has provided him with unique expertise in motivating people to perform at elite levels that they didn’t even realize they could achieve.     Hand-picked EOD Community Representative charged with educating and training Midshipmenmorally, mentally, and physically. Integrated leadership that imbued Midshipmen with the highest ideals of duty, honor, and loyalty in order to graduate leaders who are dedicated to a career of Naval service. As the 2nd Battalion Leading Chief Petty Officer (LCPO) I led 755 Midshipmen and their leadership, including 4 junior officers and 4 SEL’s, ultimately producing 402 Ensigns and 132 Second Lieutenants during my tenure. Spearheaded developing, managing, and implementing the EOD Proficiency Training Exercise (PTE). The PTE provides a three-week experience to interested and qualified Midshipmen, familiarizing them with the EOD Community and alerting them to expectations of future community members. I have trained 140+ Midshipmen through 7 three-week evolutions. USNA EOD Community Subject Matter Expert (SME), designated as the Senior Enlisted Advisor for the EOD Program at USNA, representing the EOD Community to over 4,500 Midshipmen. Developed, planned and executed 7 mishap-free, semi-annual EOD Screeners for over 500 Midshipmen candidates. Managed EOD Screener process, involving a 24-hour evolution that tests candidates mentally and physically, ultimately to result in identifying the desirable candidates for 14 available positions. Developed the EOD Practicum Curriculum; taught Curriculum to 42 future EOD Officers during 3 Semesters at USNA. President of Annapolis Area Chief Petty Officer Association, leading 104 Chief Petty Officers and ensuring team cohesiveness and communication. Attended and graduated from the Navy Senior Enlisted Academy at the Navy War College.

    Leading 60+ Military and Contract personnel as the NCOIC of the Afghanistan Captured Material Exploitation (ACME) Laboratory in Kandahar, AFG. Ensuring efficient production of highest-quality intelligence products for RC-South Commanders. Directly managing all operations of the ACME forensic lab without accident or incident. Overseeing the critical merger between CEXC and the Joint Expeditionary Forensic Facility (JEFF) Laboratories in Kandahar, AFG, involving logistical planning and executing the movement of 416K lbs of equipment valued at over $10M.During my tenure as NCOIC of the ACME in Kandahar, AFG, the lab processed over 50K evidence items from 1,200 IED cases, developing more than 2,000 latent prints of value matching 200 persons related to IED construction and/or placement. Effectively leading 27 personnel with distinct backgrounds and nationalities, including 5 British Weapons Intelligence Specialists, 1 Danish EOD Technician, 4 U.S. EOD Technicians, 1 U.S. Marine, and 16 CEXC Level I and Level II Civilians as the NCOIC acting OIC of CEXC Leatherneck, AFG. Established the CEXC Leatherneck Level II Laboratory, consisting of 160,000 lbs of equipment valued at $2.3M. As acting OIC of CEXC Leatherneck, the lab processed 1,553 IED cases, developing 4,410 latent prints of value, resulting in the identification 147 insurgents, 42 of which were either detained or removed from the battlefield. When appointed as the acting OIC the lab had a 500 case backlog that was cleared up in less than 2 months...

Planned and executed IED familiarization, tactical identification and aversion training for 44 police officers from various local and state SWAT units in Maryland and Virginia.Selected at the Navy EOD representative and SME in a JFCOM/DHS conference focusing on Small Unit Excellence.EOD Team leader in support of U.S. Secret Service during the Presidential Inauguration and sole response team for the White House and Executive Office Buildings for a period of 60 days.

Responded as the on call EOD technician to a jammed weapons system on an SH-60 helicopter, clearing the jam and disposing of the live round without damaging personnel or property.LPO and Team Leader of an EOD Detachment consisting of a team of bomb technicians, constantly ready to respond to explosive threats throughout Navy Region Southwest and in support of seven Naval installations in Southern California.Detachment conducted over 500 hours of high risk interagency training with FBI Joint Terrorism Task Force, San Diego County Sheriff’s Department, U.S. Coast Guard, San Diego Harbor Police and San Diego Fire Department to maintain the highest levels of emergency management and crisis response. Diving and Air Operations Program Manager, responsible for ensuring all personnel are qualified and equipment is tested and maintained. Trained 20 NSW Squadron ONE personnel in the use of ECM equipment.Only EOD member selected to train 22 members of the Iraqi Counter Terrorism Force (ICTF) in tactics, techniques and procedures. Teaching Close Quarters Combat (CQC), Close Quarters Defense (CQD), Military Operations on Urban Terrain, breeching techniques and procedures, fast roping, sensitive site exploitation, prisoner handling techniques, and emergency medical training.Lead advance EOD for over 250 motorcades, ensuring safe arrival of the principle VIP. Conducted 35 joint cordon search missions resulting in 175 targets cleared of explosive hazards and IED making materials, as well as the capture of 150 anti coalition forces.
