Good day! I’m Matthew Chadbourne and I am the Lead Human Resource Manager/First Sergeant at Joint Base Andrews, Maryland working directly with the organizations Command Team to manage 288 military members. My duties include working directly with personnel to ensure that the organizational climate remains positive, laws are being followed, and to retain thriving members in the organization. I also regularly work with Social Workers, Lawyers, Law Enforcement, and Community Organizations just to name a few. This work has given me strong communication skills and allowed me to be able to pivot at a moment’s notice to handle ambiguous situations.The majority of my adult life has been spent serving my country in the Armed Forces, 18 years and counting. I have had many roles during this time including, Commercial Plumber, Construction Project Development, Community Planner, Manager, and many other roles. I am always learning something new and enjoy the challenges that come with embracing change throughout the organization. I am also entering the end of my military career and am excited to start my next chapter!

Section Manager For Water & Fuel Systems

This position allowed me to direct 40 technicians across a range of building maintenance as well as life, health, and safety operations. Every day was different and allowed the technicians to come up with creative solutions for problems that were rarely simple. Together we completed $582K worth of infrastructure repairs and created a reputation build on pride of craftsmanship and customer service.The Fuels section created a life-cycle maintenance plan for the deployment of a refueling system required to field the $4B Air Force 1 replacement aircraft. The Fire Suppression Systems & backflow section maintained and tested 480 systems protecting the infrastructure supporting the nation's busiest F-16 alert force and 85 joint mission partners. The Plumbing Section completed 1,000 utility system repairs allowing the continued operation of 515 facilities, driving airfield operations for DV and Presidential Airlift missions.

This position was a key growing experience in my career. I oversaw a 93-million-dollar Operations Support contract in the Middle East employing 109 civilians in supporting infrastructure for 7,300 multinational military and civilian forces. I also tracked and reported on a 21.5-million-dollar Material Acquisitions budget sustaining 3 billion dollars’ worth of infrastructure which required an enormous amount of detail to ensure that money went to where it would be most impactful.My teams most challenging task was orchestrating an Enterprise data migration. We moved all the installations service calls and material order processes to a new combined IT platform to replace a 22-year-old system. This required an enormous amount of advocating for change within the organization to ensure not only the success of the change, but the acceptance of it by the workforce, vendors, and customers.

I personally led space realignment plans to free up valuable square footage by empowering employees with newer technology to eliminate the need for larger spaces, due to outdated practices.I also worked with outside survey teams to repurpose 8 commercial buildings to better align with the networking requirements that were needed to integrate workers across the Civil Engineer Enterprise resulting in a 4-yr/$14M consolidation project, removing 35K square-feet from the inventory.

I was able to train 9 brand new Air Force Officers not only about the job we did, but also how to lead the sons and daughters that were sent to us to support our Nation. We also worked with other organizations to plan, develop, and execute $6.6M worth of capital investments for our critical partner organizations supporting the Presidential Airlift mission.
