About Matthew Chadbourne
Good day! I’m Matthew Chadbourne and I am the Lead Human Resource Manager/First Sergeant at Joint Base Andrews, Maryland working directly with the organizations Command Team to manage 288 military members. My duties include working directly with personnel to ensure that the organizational climate remains positive, laws are being followed, and to retain thriving members in the organization. I also regularly work with Social Workers, Lawyers, Law Enforcement, and Community Organizations just to name a few. This work has given me strong communication skills and allowed me to be able to pivot at a moment’s notice to handle ambiguous situations.The majority of my adult life has been spent serving my country in the Armed Forces, 18 years and counting. I have had many roles during this time including, Commercial Plumber, Construction Project Development, Community Planner, Manager, and many other roles. I am always learning something new and enjoy the challenges that come with embracing change throughout the organization. I am also entering the end of my military career and am excited to start my next chapter!

In this role I am responsible for 288 workers recruited from across the United States. My job description states that I am "The dedicated focal point for all readiness, health, morale, welfare and quality of life issues within the organization", but that only scratches the surface of what I do. I handle problems ranging from pay issues, performance reviews, equal opportunity, legal matters, counseling, mentoring and a whole lot more!If it has to do with people, then it is something that I do!
Section Manager For Water & Fuel Systems
This position allowed me to direct 40 technicians across a range of building maintenance as well as life, health, and safety operations. Every day was different and allowed the technicians to come up with creative solutions for problems that were rarely simple. Together we completed $582K worth of infrastructure repairs and created a reputation build on pride of craftsmanship and customer service.The Fuels section created a life-cycle maintenance plan for the deployment of a refueling system required to field the $4B Air Force 1 replacement aircraft. The Fire Suppression Systems & backflow section maintained and tested 480 systems protecting the infrastructure supporting the nation's busiest F-16 alert force and 85 joint mission partners. The Plumbing Section completed 1,000 utility system repairs allowing the continued operation of 515 facilities, driving airfield operations for DV and Presidential Airlift missions.
Contract Operations Manager
This position was a key growing experience in my career. I oversaw a 93-million-dollar Operations Support contract in the Middle East employing 109 civilians in supporting infrastructure for 7,300 multinational military and civilian forces. I also tracked and reported on a 21.5-million-dollar Material Acquisitions budget sustaining 3 billion dollars’ worth of infrastructure which required an enormous amount of detail to ensure that money went to where it would be most impactful.My teams most challenging task was orchestrating an Enterprise data migration. We moved all the installations service calls and material order processes to a new combined IT platform to replace a 22-year-old system. This required an enormous amount of advocating for change within the organization to ensure not only the success of the change, but the acceptance of it by the workforce, vendors, and customers.
Community Planner
As the installation Community Planner I worked directly with the Army Core of Engineers to create a Space Utilization program encompassing 512 facilities valued at $5.6B. I personally led space realignment plans to free up valuable square footage by empowering employees with newer technology to eliminate the need for larger spaces, due to outdated practices.I also worked with outside survey teams to repurpose 8 commercial buildings to better align with the networking requirements that were needed to integrate workers across the Civil Engineer Enterprise resulting in a 4-yr/$14M consolidation project, removing 35K square-feet from the inventory.

Working as a Project Planning Specialist was one of the great experiences in my life. I was able to train 9 brand new Air Force Officers not only about the job we did, but also how to lead the sons and daughters that were sent to us to support our Nation. We oversaw 3 Military Construction projects and 90 facility upgrades totaling $857M worth of DoD investment. We also worked with other organizations to plan, develop, and execute $6.6M worth of capital investments for our critical partner organizations supporting the Presidential Airlift mission. We also took advantage of Green Energy programs, auditing 62 buildings replacing 375 utility systems at a cost of $1M with a 2.5-yr payback.
Preventative Maintenance Analyst
Preventative utility system maintenance is the key to making capital investments last! Instilling this mindset into my organization with adaptable plans and repeatable processes was our goal. My office was the first step for a customer’s infrastructure requirement to be turned into a fully designed project with arguably the most important factor; the cost to get that project done! This would range from items like moving an entire department to a new facility, replacing industrial storage tanks, and replacing entire utility systems in commercial facilities. It required the ability to adapt to unforeseen project conditions and to keep stakeholders involved during the entire process. Not always easy, but we got it done!

This position allowed me expand my knowledge into both the electrical and engineering skillset. I worked with several different engineers to not only maintain wastewater pump station, but to rebuild them to meet U.S specifications. We also designed new wastewater stations for the expansion of both residential and commercial facilities.

This was an incredible learning experience for me. I was able to learn European standards for plumbing and team with Local German Nationals to repair and replace commercial plumbing fixtures.

This position allowed me to learn a new skill by being responsible for maintaining two 250,000-gallon swimming pools. This work required me to learn quite a bit about chemicals and their interactions with each other as well as the properties of disinfection and how to maintain it to the standards required by law.
Apprentice Plumber
This was my first job out of training as a full-time plumber. I quickly found out that simply having a certificate saying that I could do something would only take you so far and that dedication and investment were the greatest skills to have. I worked as part of a 20 member WorkCentre with a wide array of work. We would go from excavating and replacing water mains one day to repairing sprinkler systems and commercial plumbing fixtures the next. Throughout this experience I stayed focused and earned my Air Force Journeyman's certification!
