Mr. Chambers was the principal direct support contractor to numerous Office of Western Waste Management Operations (EM-35) Program Managers within a multifaceted program (with a $250 million annual budget) to monitor, report, and administer the DOE management and funding of waste management activities at the Idaho National Engineering Laboratory (INEL) near Idaho Falls, Idaho. Waste forms, which our program had responsibility to manage, ranged between low-level waste, high-level waste, strictly hazardous waste, mixed waste, and transuranic waste. Work included the technical review for comment of Program/Project budget and technical description documents, Draft DOE Order revisions, NEPA documentation, periodic operation and maintenance reports from the site, and other site-specific information, as well as the drafting of letters and issue papers. Numerous assignments involved extensive spreadsheet and database development, modification, and maintenance. Mr. Chambers provided steady support during a transition period at the INEL as the reprocessing of Spent Nuclear Fuel (SNF) was discontinued and numerous new mission activities were implemented to manage the SNF safely. In addition, Mr. Chambers provided technical support to the EM-35 Idaho Program Managers throughout each annual Fiscal Year Budget Submission as each site prepared and defended its proposed funding levels. Work also included extensive formulation and implementation of remediation plans at the site, as well as the conducting of risk assessments and environmental audits.
