Oversees quick turn proposals ensuring compliant, high scoring responses to Government requests for proposals across the Defense, Intelligence, and Space communities. Facilitates Proposal Readiness Reviews, capture research, competitive pricing discussions as well as participate in Capture Tools including black hats, potential client assessments, among others. Reviews Government solicitation requests for items directly impacting compliance and responsiveness. Mentors proposal teams on best practices to ensure quality responses. Coordinates with Pricing and Contracts Teams to ensure compliance and consistency. Develops repeatable templates and processes to streamline and improve task order responses processes.

Defines proposal strategy and approach prior to RFP release. Develops proposal themes, discriminators, and ghosts in collaboration with capture manager and teammates or subcontractors. Serves as lead compliance team member reviewing all technical, pricing, and contractual volumes for compliance with solicitation provisions and FAR requirements. Reviews Requests for Proposals and Requests for Quotes for clauses and instructions directly impacting technical and pricing volumes. Oversees proposal team of volume managers, writers, reviewers, and pricing personnel. Establishes proposal style, format, schedules and workflow. Serves as lead technical writer when assigned.

Serves as member of corporate Proposal Team supporting responses to Government solicitations, including RFPs, RFPs, RFTOPs, RFIs and Sources Sought. Serves as Proposal Manager on assigned opportunities overseeing the quality control process to ensure compliant and competitive proposals in collaboration with Technical Directors, Senior Executives, Pricing and Contracts Team Members, and partners. Developed tracking tools and metrics to capture internal proposal information to improve the quality and efficiency of eGT proposal content.

Designed, carried out, analyzed and reported on a rapid needs assessment for IDP communities in Nasir and Akobo Counties, Jonglei State.

Supported the Country MIS Manager in managing the National MIS Unit, including both GIS and Database teams. Supported the development of a national-level information management system including the production of project-level and national-level database systems. Supported GIS teams in the preparation of both static mapping and web mapping tools for dissemination to the wider humanitarian community. Prepared and maintained work plans for all components of the MIS Unit. Served as the ACTED focal point for all partnerships with the humanitarian community related to GIS and information management.

Served in technical advisory role for ACTED Pakistan’s Appraisal, Monitoring and Evaluation (AME) Unit. Responsibilities included the drafting and/or review of assessment, monitoring and evaluation tools for ACTED projects across field bases, review of data and reports from field AME activities, worked to ensure open information channels between internal ACTED units and supporting the Project Development Unit in preparation of logical frameworks and measurable indicators for project proposals. Served as focal point for cooperation with partners related to M&E tools and processes, including acting as chairperson for Alliance 2015 M&E Focal Points Group.

Managed the Monitoring & Evaluation Unit in a Community Stabilization Programme. Responsibilities included developing and implementing tools, including M&E process and strategy documents, to measure quality control and impact of small grants implemented in various governorates, review of evaluation reports drafted by M&E assistants, assisting relevant programme units to ensure follow-up of M&E recommendations, providing guidance on grant closure processes, drafting programmatic-level impact reports, and assisting with general programme reporting duties.

Supported the Programme Manager, Community Livelihoods Support Programme, to oversee monitoring, evaluation and reporting responsibilities for a multi-faceted, community-driven livelihoods programme. Responsibilities included drafting and implementing standard operating procedures (SOPs) for evaluating projects as per agreed indicators, overseeing data entry for socio-economic household surveys, drafting training manuals for value-added programming, managing internal and external reporting mechanisms and serving as the focal point for public information deliverables.

Supported the Head of Sub-Office and the Emergency Response Unit in implementing emergency relief programs in the northern districts of Sri Lanka. Responsibilities included managing returns process from displacement camps to areas of return; liaison with local authorities, military officials and other key partners; assisting with the implementation of a transitional shelter and latrine programme; organizing information management and reporting mechanisms; and assisting other IOM units as necessary, including Early Recovery and Livelihoods programming.

Assisted Unit in monitoring USAID funding opportunities and assisted IOM field missions with application process for solicitations. Participated in US government liaison function for IOM offices. Assisted unit with other reporting and project management, as requested.
