Key responsibilities:• providing strategic and expert advice in relation to the Non-Emergency Planned Patient Transport Service contract and various strategies including supporting the Ministerial Taskforce on Ambulance Ramping, Winter Flu Strategy and the Patient Transport Coordination Hub.• support the development of standardised and best practice procurement principles and procedures, and monitor consistent implementation of these across the DoH portfolio areas.• provide specialist advice on procurement development and contract management issues to internal stakeholders.• support the development, governance, compliance and maintenance of organisational procurement and contract management policies, procedures, guidance, templates and other documents, to ensure the accountability and integrity of DoH’s procurement process.• preparing Ministerial briefings including contentious issues briefings and parliamentary questions, speech notes and correspondence as required by the Executive Director for the Minister and/or Director General.

• lead and manage the Procurement and Contracts Management Team (20 staff) for commissioned services. • lead the development of standardised and best practice commissioning principles and procedures, and monitor consistent implementation of these across the WAPHA portfolio areas.• provide specialist advice on procurement development and contract management issues to internal and external stakeholders.• oversee the development, governance, compliance and maintenance of organisational procurement and contract management policies, procedures, guidance, templates and other documents, to ensure the accountability and integrity of WAPHA’s procurement process.• analyse contract management demands and trends to lead and support the Executive Management to develop long-term regional strategies and plans associated with commissioned activity and/or contract management.• developing and co-ordinating the forward-looking commissioning and operations plan, including monitoring key milestones towards service commencement.• developing and maintaining strong collaborative links and partnerships with Department divisional areas, other State and Commonwealth government agencies, and the non-government sector.• providing leadership to staff within the team including supervision and management of staff, workload, budgets and human resource management.• support the management of the commissioning community services budget (approximately $220 million per annum). • providing strategic advice, direction and updates on purchasing and reporting practices to the WAPHA Executive and Board Directors.
