Formulated and implemented engagement strategies in support of JINSA policy goals.• Impactful Congressional Engagements: Established and maintained effective working relationships with members of congress and their staff on a bipartisan and bicameral basis to achieve real results. o• Legislative Impact: Executed congressional engagement strategies on JINSA policy products that successfully led to bills being introduced, incorporated into the National Defense Authorization Act (NDAA), and signed into law such as:o “Deterring Enemy Forces and Enabling National Defenses (DEFEND) Act of 2022,” required the Secretary of Defense to provide congress with a strategy for integrating air and missile defense networks in the Middle East. The report was delivered to congress in 2023.o “Expediting Israeli Aerial Refueling Act of 2023” requires the Department of Defense to expedite training for Israeli pilots and mechanics on KC-46A aerial refueling tankers, prior to delivery to Israel.• Outreach to Senior U.S. Government Officials and Foreign Dignitaries: Prepared and staffed JINSA leadership in executing high-level engagements with U.S. senators and congressmen, foreign ambassadors, and senior policy officials at the National Security Council, Department of Defense, and Department of State.• JINSA’s Congressional National Security Program to Israel: Initiated, planned, and led groundbreaking programs in 2022 and 2023 designed to educate bipartisan delegations of national security professionals about the unique security challenges faced by Israel and the value of robust defense cooperation to the United States.

Principal advisor to the Deputy Secretary of Defense (DSD) regarding all matters pertaining to DoD-congressional relations. Led staff of 50 formulating and implementing congressional engagement strategies advocating for DoD policies and programs. Spearheaded comprehensive bipartisan and bicameral legislative engagement strategies to achieve key DoD policy objectives and ensure passage of defense authorization and appropriations acts in 2020. • Trusted Senior Advisor: Regularly briefed the Secretary and Deputy Secretary of Defense regarding Capitol Hill atmospherics and the evolving state-of-play regarding DoD legislative priorities. Prepared and advised the DSD prior to engagements with members of congress and congressional staffers to best accomplish DoD objectives.• Congressional Liaison: Established and maintained effective working relationships with members of congress and their staffs and served as a spokesperson at meetings of congressional committees and in meetings with members of congress and their staffs, presenting DoD's viewpoint on legislative issues before congress. • Enterprise-wide Strategic Planner for National Defense Authorization Act (NDAA) Engagement:o Lead presenter at three Deputy's Management Action Group meetings clarifying DoD’s top 50 NDAA priorities at risk in 2020, and synchronizing subsequent DoD congressional outreach throughout conference. o Managed DoD component input for the President’s NDAA Statements of Administration Policy, in concert with DoD’s Office of General Counsel, laying out Administration-wide concerns regarding specific bill provisions. o Chaired eight Deputy-Legislative Review Panel meetings, which adjudicated hundreds of draft DoD legislative proposals for submission to Congress in 2021, resolving objections, and fostering unity of effort.

Managed a six-person Research Team providing direct support to the Secretary of Defense, Deputy Secretary, and senior departmental leadership in hundreds of engagements with Congress. Responded to general congressional requests and inquiries, and reviewed and edited DoD correspondence addressed to members of congress for substance and style. • DoD COVID-19 Response Project Management: Conceived and built an IT system used by the DoD’s COVID-19 Task Force to handle 500+ incoming congressional Requests for Information (RFIs) covering 275 unique topics, significantly enhancing DoD’s ability to respond to a national crisis. RFIs were received from 181 individual member offices and 17 congressional committees.• Impacted Key NDAA Influence Points: Created and administered legislative processes providing timely and informative products to senior leadership to maintain strategic awareness, articulate priorities, and help achieve DoD’s legislative goals across three annual legislative cycles. o Modernized the work flow process for 1,000+ congressional requests for informal views on draft legislative text. Enabled an historic 95% DoD response rate to approximately 600 requests in 2020.• Optimized Information Management Practices: Initiated and managed to completion a $600K contract creating a SharePoint software platform to track all congressional engagements conducted by the Office of the Secretary of Defense. 3,000+ engagements tracked over two years.

• Research and Writing Expertise: Orchestrated the researching, writing, and editing of ~2,000 press releases utilized by U.S. senators and members of the media to influence and shape debate. Worked with member offices to develop and sustain messaging on national issues such as the surge in Iraq, debates over health care policy, tax reform, and four Supreme Court nominations.• Executed Multi-Platform Media Campaigns: Envisioned and built a 20,000-page movable Tower of Affordable Care Act regulations. Organized and coordinated a traditional and social media campaign with the tower used by Leader McConnell and Speaker Boehner in major speeches, and by members of Congress in multiple congressional hearings, to garner significant earned media.• Supreme Court Confirmation Support: Key member of the Senate press team supporting the nomination of Judge Neil Gorsuch to the U.S. Supreme Court in 2017. Worked directly with Judiciary Committee staff to produce 50 rapid-response research products during the nomination process.• Created infographics and charts used by senators on the U.S. Senate floor and in press briefings.

• Consulted with the Republican Policy Committee, the Senate Republican Conference, and individual member offices on an ongoing basis to develop and sustain messaging on national issues such as the war in Iraq, the Supreme Court nominations of Sonia Sotomayor and Elena Kagan, and health care policy.

• Writing Experience: Wrote and edited speeches for the Secretary of Defense, articulating and explaining DoD policy positions.• Research Experience: Investigated, examined, and evaluated factual assertions made by the Secretary of Defense in testimony before Congress, live speaking engagements, and Op-Eds to ensure accuracy.
