 Leading the team responsible for preparing for Australia’s audit under the IMO Member State Audit Scheme, with responsibilities as Secretariat for inter-agency and internal working groups, technical liaison with external agencies, preparation of executive briefing material, project management and contract management. Prepared the brief for Australia’s delegation attending MSC 102 and 103. Provide high level advice in the development and maintenance of AMSA’s modernised regulatory scheme for international trading and foreign vessels. Responsible for providing technical advice and support with respect to AMSA’s competent authority functions and policy development functions related to the safe maritime transport of cargoes and general maritime technical matters. Lead the development of maritime technical information for regulatory impact statements, deregulation activities, marine notices and other advice to stakeholders.

Alternative Permanent Representative to the International Maritime Organization Council Reform – part of the team leading Australia’s project to reform the IMO. As the London representative it was my task to assist with the drafting of reform documents, followed by the garnering of support from other Member States. This task required careful use of strategic relationships and to manage those States which strongly oppose our reform proposals. To achieve this, I arranged dozens of bilateral meetings at the diplomatic level in order to provide Member States with the political and technical reasoning behind our proposals. Furthermore, I maintained productive working relationships with the opposing States and the Secretariat. Council Elections – Australia’s standing at the IMO is enhanced by our membership of the IMO Council in Category B. It was my task to be engage with all Member States to encourage their governments to vote for Australia. During this process I organised and attended hundreds of bilateral meetings, prepared diplomatic documents requesting support, organised events in support of our campaign and participated at the events of other States.  IMO Committees and Sub-Committees –Australia’s desired outcomes at the IMO can only be achieved by active participation at the various Committees and Sub-Committees and their associated working groups. My role required me to understand the technical (or political) details of our position, and to defend it effectively during these meetings. In addition to active participation, I ascertained the position of other States to either build consensus if like-minded, or to develop a strategy to minimise conflict if they are not like-minded. Whilst I understand a complex variety of engineering, technical, or procedural details necessary to effectively contribute to these sessions, where I’m not an expert, I have demonstrated an ability to understand the pertinent parts, and to know when to refer to a specialist.

 Completed a comprehensive review of maritime regulatory requirements for the Northern Endeavour, including mapping the certification required to decommission the facility.  Prepared a Crisis Management Plan for the Northern Endeavour Taskforce team to manage the Commonwealth’s response to a crisis on the facility.  Contributed expert advice to Commonwealth legal officers in the case currently before the Supreme Court of NSW regarding the facility’s legal ownership. Contributed expert advice to Commonwealth commercial officers responsible for assessing an industry-led Unsolicited Proposal to decommission the facility.  Conducted two rounds of training in crisis management for the Taskforce Prepared, executed and monitored a contract for specialist support in providing crisis management training to Taskforce staff.

 Senior Adviser within Maritime Jurisdictional Advice with responsibilities for engagement with international and domestic agencies. Contributed to international promotion of “State Practice” consistent with Australia’s approach and national interests. Represented Australia at peak international forums including the Advisory Board for the Law of the Sea, International Hydrographic Organization and the United Nations Division for Oceans and Law of the Sea. Manager of a small team with the section to create a transformational digital rendition of Australia’s maritime jurisdiction in support of the offshore energy sector. Developing staff and introducing capability to broader teams. Lead the development of international maritime boundary exchange standards through the cultivation of a consensus amongst disparate agencies, preparation of technical briefs and presentations for international and domestic forums, promoting the implementation of digital data for complicated multi-layered maritime jurisdictions, the development of modernised computer applications and data management principles to ease the administrative overhead of maritime space regulation. Led Geoscience Australia’s contribution to a proposal for a multi-agency committee to formalise Marine Spatial Planning for Australia.
