Independently, and as a subcontractor with multi-national consulting firms, serve as a subject-matter-expert and management consultant to agencies involved in the criminal justice process. Specialize in strategic planning, technical and process innovation, operational review, grant compliance, training and study coordination.

Responsible for oversight and support of the federal probation and pretrial services system. Led staff of 7,500 tasked with the investigation and supervision of more than 250,000 persons a year charged with, and convicted of, federal crimes across the United States and its territories. Orchestrated development and execution of strategic plans to enhance operational effectiveness and efficiency, with a focus on making the system more “evidenced-based,” “data driven” and “outcome oriented.” Coordinated national procurement, IT, HR, research and training efforts to maximize application of the system’s billion-dollar annual budget. Operated, as part of an overall training program, the Probation and Pretrial Services Academy on the campus of the Federal Law Enforcement Training Center. Led and coordinated program evaluations, case studies and internal investigations to maintain system integrity. Provided briefings to Judicial and Congressional staff, foreign and domestic dignitaries, the media and others. Published the professional journal Federal Probation and biweekly newsletters, News & Views, draft Congressional testimony and press releases for the agency director, chair of the Criminal Law Committee and Chief Justice of the United States. Contributed in all appropriate ways to the probation and pretrial services system’s documented reductions in recidivism, avoidance of unnecessary pretrial detention, greater fine and restitution collection, and cost efficiencies.

Assisted federal judges with pretrial release and sentencing decisions, supervised persons in the community conditionally released by the court and the United States Parole Commission. As a specialist, assigned complex investigations and supervision of high-risk, organized crime offenders. Served as the office’s training supervisor responsible for developing skill sets and necessary knowledge bases in newly hired officers. Provided staff-wide training on legal issues and new policies. As deputy chief, among other things, responsible for policy development, oversight of the office’s search and seizure and surveillance programs, as well as staff development. Served temporary duty as Associate General Counsel at the Administrative Office of the U.S. Courts and served in an advisory capacity to the U.S. Sentencing Commission, the Federal Judicial Center and the American Bar Association. Made presentations to local high schools, colleges and community organizations.
