Greater St. Louis Area

Administer St. Louis District revolving fund financial program components- comprising operating budget, financial analysis and reporting, billing rates, cost and revenue execution analysis, program financial results (Net Operating Results (NOR)), funds acceptance / control / certification, audit support and internal controls, supporting St. Louis District Civil Works programs for 37 Federal sponsor cost share projects and reimbursable customer orders.• Design and present monthly financial metrics status reporting presentations to RM and District senior leadership; summarize financial results, program costs, variance explanations, rate adjustments, and forecasts to achieve a year-end nominal balance; advise program managers to budgetary and/or rate change effects, providing recommendations.• Manage District’s approximate $10.2M HQ Enterprise Reimbursable Costs (ERC) (expenses comprise approximately 35% of the District overhead budget); distribute costs to the four (4) business lines; conducting a comprehensive ERC allocation review, assessing HQ allocation distribution models, providing cost allocation alternative recommendations to the Chief, Resource Management Division. • Conducted a comprehensive historical execution analysis for 10 program offices; created an execution model / tool used by District budget analysts during budget and financial plan formulation, referencing historical, trends, and variance data.

Administered NPRC’s revolving fund financial program - comprising operating budget, financial analysis and reporting, billing rates, cost and revenue execution analysis, program financial results (Net Operating Results (NOR)), funds control / certification, customer billing / invoicing, inter-agency agreements, customer orders (workload projections), audit support, and internal controls. Customer orders (personnel/medical records requests) exceed 1.3M annually.• Detected and resolved cost accounting reporting irregularities, including payroll cost accounting structures, as well as enduring acquisition system accounting discrepancies impacting business lines’ reported operational effectiveness.• Identified FY15-17 overtime labor expenses underreporting, on average $630K per annum, results: major implications on the Center’s overtime program cost effectiveness and backlog reduction strategy continuation.• Designed and implemented a control program preventing funding over obligation.• Identified and corrected the Center’s existing billing process inconsistencies and process inefficiencies, realized under-reported and improper customer order billing. Prepared a comprehensive billing SOP, documenting the multi-day process and data sources; moreover amending process weaknesses and variations.
