Matthew Warshaw is the Chief Operating Officer of D3: Designs, Data, Decisions. Mr. Warshaw is an international management executive with expertise in global research, impact evaluation, capacity building, cross border research, and multicultural research. As an active American University alumnus of the School of International Service, Mr. Warshaw recently became Chair of the Board of Advisors for the Dean of SIS.Mr. Warshaw has over twenty-five years of social science research experience; conducting public opinion surveys, media evaluations, measures of performance/effectiveness studies, consumer studies, impact evaluations, and randomized control trials. Mr. Warshaw has extensive experience in building research operations, logistics oversight, and foreign personnel management, with particular familiarity in conflict environments and developing countries such as Afghanistan, Bangladesh, Bosnia-Herzegovina, Haiti, Iraq, Kenya, Kosovo, Mauritania, Nigeria, Pakistan, the Philippines, and Yemen. Mr. Warshaw participates in D3’s efforts to develop technical solutions for electronic data capture. He has worked on polling for programs such as the Emmy award-winning ABC News series, “Where Things Stand” in Afghanistan and Iraq. Mr. Warshaw also manages projects in more stable markets in Africa, Asia, Europe, the Gulf States, the former Soviet Union, and Latin America. He serves as the Managing Director of D3’s subsidiary, ACSOR-Surveys in Kabul, Afghanistan, and leads many of D3’s business development efforts. Mr. Warshaw joined the board of Infinite Insight, D3’s partner in Africa, in August 2011.

Our research DESIGNS allow for high-quality DATA collection wherever it is needed, empowering our clients to make evidence-based DECISIONS.I lead staff of 40 employees and oversee the design and implementation of D3 research projects around the world. I lead D3 business development efforts, in addition to serving on the company board and executive management committee. I supervise the work of research and project managers on questionnaire design, methodology, data processing, and analysis. I consult with clients on the development of quantitative and qualitative research projects and provide analysis of finished products. I provide strategic consulting to clients on objectives and future plans. I develop new clients and business products for D3, which often requires extensive international travel to coordinate projects, assist in the development of local research capacity, and market D3 services. Current projects include development and oversight of nation-wide research capacity in Iraq and Afghanistan, participation in the development of a multi-lingual telephone interviewing center focusing on closed environments such as Saudi Arabia, Iran, Libya, and Syria, and development of regional research capacity from a headquarters in Kenya. I also lead D3 expansion into work in Latin/South America, Africa, and Southeast Asia. -

Manage 40 full-time Afghan staff members and over 1,000 part-time Afghan staff members. Develop the capacity of ACSOR to conduct nation-wide surveys and qualitative research. Liaise with clients, such as NATO, USAID, DFID, USAID, the U.S. Military, the Canadian Military, various Afghan ministries, and other non-governmental organizations. ACSOR also conducts projects for the United Nations, the BBC, Deutsche Welle, Voice of America, RFE/RL, private sector telecommunications companies, and others.
