Manager, projects and asset accounting

As Senior Finance Analyst I oversee a range of functions relating to financial accounting, compliance and budget management. I partner with a diverse range of business managers and executive leadership across the division to deliver clear and timely advice on budget performance and other finance matters.

Responsible for managing banking and debt accounting functions for the Infringement Management and Enforcement Services Unit.

The department supports the Minister for Racing in delivering the Victorian Government’s commitment to provide $80 million over four years to a range of initiatives that benefit the racing industry. These include major infrastructure projects, industry welfare programs and marketing campaigns to attract people to race days and promote regional tourism. With two years’ experience providing broad support to the Minister this role has progressed to time spent as acting manager, overseeing multi million dollar funding submissions and a leading role in a major project to bring the grant management process online. Key achievements:• Played a leading role in advising the Minister on over 120 industry projects (worth in total $23 million), with the Minister approving grant funding to over 99 per cent of these projects. This included multi million dollar industry capital projects such as a new racetracks at both Caulfield and Mornington.• Consulted a range of industry stakeholders by travelling across Victoria to provide authoritative advice on government grant funding streams available and its procurement and project management processes.• Represented the Office by chairing a panel of industry representatives to provide oversight of government grant spending.• Markedly improved team efficiency by creating and implementing better processes for acquitting actual project costs against approved budgets.• Reported on key performance indicators to senior management and the Minister in an accurate and timely manner by maintaining complex excel worksheets with controls in place to ensure data accuracy.• Drafted high quality documentation at a professional standard and in a range of styles to advise the Minister on funding requests and upcoming media events.

Hired as part of the graduate program to deliver audit and advisory services to Victorian Government departments and agencies. Promoted to the role of Senior Auditor following financial audit work across the health, education and central government sectors and a secondment to the Performance Audit Unit.Key Achievements:• Successfully planned and executed the financial audit of over 30 different government departments and agencies including Department of Treasury & Finance, Department of Premier & Cabinet and central agency bodies. Investigated key risks and subsequently tested the controls of a range of complex accounting systems including payroll, sales and revenue, expenditure and fixed assets. Subsequently reported to client management and audit committee on recommended process improvements to address identified issues.• Provided assurance over the financial statements of a broad range of government department agencies by developing and undertaking substantive testing procedures over figures presented in the profit and loss statement, balance sheet, cash flow statement and statement of equity.• Planned and led the Museum Victoria audit, leading a team of four staff by allocating work, reviewing completed procedures, providing training, managing staff resourcing and any issues that arose.• Audited the Victorian State Budget and Annual State Financial Report in 2012 and 2013 which involved the consolidation of over 600 government body financial statements into the overall State Budget to be tabled in Parliament. Played a leading role in documenting the implementation of the State Resource Information Management System (SRIMS).

Leading role in drafting and editing the following four parliamentary reports that were successfully tabled and presented to the Victorian Parliament by the Auditor General and published on the Auditor General website:- Parliamentary Reports on Financial Result of Public Hospitals 2011/12 and 2012/13- Key Projects of the State Government 2012/13- Staff Occupational Health and Safety in Victorian Schools (Performance Audit).• Investigated focus areas including risk management, procurement, IT security and contract management by developing and sending out questionnaires to departments and agencies. Data collected was analysed to provide the Auditor General with a snap shot overview of the state of each focus area across the government sector. • Conducted complex data analysis on large data sets to uncover useful statistics and information, such as summarising the financial sustainability of over 90 public hospitals across Victoria.
