Assists the Register of Deeds with administration of the department; trains and provides technical guidance to other staff; acts in the absence of the Register of Deeds.Has complete knowledge of the functions, procedures and North Carolina General Statutes as related to Register of Deeds office.Oversees and coordinates operations in the units assigned, including training and supervising personnel in deputy/assistant register of deeds positions to ensure adherence to established laws, policies, procedures and standards; assists and advises subordinates, as appropriate, resolves problems as non-routine situations arise.Answers telephones and provides customer service to assist public by providing information or performing services offered by the Register of Deeds Office; probates and records instruments, issues licenses and other certificates; enter data into computer system; locates records and prepares copies. Manages the coordination of the quality, quantity, timeliness of duties performed in the work unit; makes adjustments to meet desired standards; may discuss major changes or enhancements with the Register of Deeds.Performs a quality control by proofing of documents, reviews procedures, monitors information provided within the work unit.Supervises budget development and accounting functions, including administering operating budget and supervising purchasing and accounts payable; prepares payroll data for employees by entering time worked into a payroll program.Receives telephone calls and meets with the general public on complex inquiries, providing information or referring inquiry to proper staff organization; informs public about policy and procedures and availability of records or information.Assist the Register of Deeds with planning issues for the office that involve the operations as it relates to budget, personnel, administrative and financial operations.Explains policies, procedures, and processes to citizens and to employees.
