I am a Product Manager for Neo4j, with particular responsibility for the Cypher query language - primarily looking after the runtime and planner aspects of the language. I have a background in consultancy and research in government and defence intelligence, primarily in geospatial systems and large scale data architectures. I have particular experience of geospatial and spatio-temporal information systems; ontologies (OWL, SPARQL, GeoSPARQL) and linked data applications.

Frazer Nash is an innovative multi-disciplinary systems, engineering and technology solutions company. My work spans primarily spans open systems architecture, geospatial systems and services design, and information modelling, and covers all aspects of the project lifecycle, including bid development, project management, as well as technical implementation and delivery. The work is diverse, but a few recent highlights have included providing open systems architecture review services to a major defence land information systems project; developing proposals for a range of national-scale agri-environmental information and data sharing systems; and a range of architecture solutions for UK transport and energy infrastructure projects. Over the last three years, my focus has been increasingly on semantic web technologies, including ontology modelling (including RDF, OWL, SKOS) and data transformation pipelines. I am also currently managing a number of projects within a UK Defence R&D programme, focussing on AI, machine learning, autonomy, semantic frameworks and prediction/forecasting.

In 2016, following several years in Senior Solution Architect and Product Manager roles (detailed below), I rejoined Envitia's Applied Research team in the role of Principal Consultant. In addition to continuing to develop the company's research activities and consultancy business, I support sales activities by providing technical oversight of RFI and ITT responses. My roles at Envitia have required me to research and read widely, maintaining an understanding of industry and market trends, and knowledge of a broad range of technologies. I have also maintained a responsibility for outreach and promotion of our products around the UK and North America, and regularly represent Envitia speaking at industry events - an aspect of this role that I hugely enjoy.

Joining the senior management team in 2012, I took on the additional role of Product Manager, taking control of the company’s software portfolio and R&D budget. Aspects of this role include creating and implementing a five-year product strategy, defining and implementing innovation management processes, and identifying cost-effective ways of evolving legacy software lines (including cross-platform SDKs, workflow automation tools, and data analysis and visualisation software) into a coherent strategic product architecture. This culminated in the 2016 launch of Envitia GeoINT Server, a suite of C++, Java and JavaScript web services and APIs for development of high-performance, web-based mapping and spatial analysis applications.This new product strategy helped Envitia to nearly double software and service revenues, and to complete its largest enterprise-scale software delivery: the £10m+ Defence Geospatial Services platform that now underpins the mapping operations of MOD Joint Command. Other responsibilities in this role include risk management; monitoring and reporting of performance against KPIs; team management and mentoring; implementation of an Agile development process; and maintaining our ISO-9001 TickIT Plus quality certification and processes.

Envitia specialises in software for visualisation and analysis of geospatial information and intelligence, primarily for high-performance, mission-critical systems in defence and government. I joined in 2010 to help build Envitia’s Applied Research division, identifying and developing new research opportunities. This group has subsequently delivered highly regarded research and innovation to a diverse range of government, maritime, utility and defence customers in the UK, US and Asia. During this time, I also supported Envitia’s professional services team, bringing solution architect experience to a range of national infrastructure and defence projects. Working primarily with the TOGAF and RM-ODP frameworks, these activities encompassed stakeholder management, business analysis, requirements management, as well as creation of solution architecture artefacts across all stages of the project lifecycle. Typical activities included solution design, documentation, requirements management and technical oversight for the Welsh Government’s corporate GIS and Rural Payments projects.

Solution Architect and Technical Assurance Consultant for Ordnance Survey's largest engineering project, replacing all legacy data collection, maintenance, work management and publication systems. This will be the world's largest Oracle Spatial implementation, and amongst the world's most complex GIS projects. I was initially engaged in a technical assurance and oversight role, in which I conducted detailed technical reviews of the software and system architectures, requirements and processes, and audited external suppliers and internal development teams. Thereafter, I assumed a solutions architect role, responsible for:-Working with business stakeholders to manage requirements analysis and capture;-Ensuring successful mapping of functional and non-functional requirements onto the supplier's high-level and detailed designs; and ensuring supplier delivery against these requirements; -Developing detailed solution architectures for the system's backup & recovery, business continuity, and capacity and scheduling solutions;-Integration with legacy publication systems; -Documenting the software and logical architectures (including UML 2.0 documentation), reviewing supplier specification documents; -Providing ongoing architectural services to the development programme, adopting a TOGAF methodology. The solution integrates a range of third-party middle tier technologies including Safe FME, 1Spatial Radius Studio & Oracle BPEL. Development is primarily a mixture of Java and C#.NET web services.The role has included numerous other smaller technical analysis, requirements analysis and design projects. I also instigated and chaired the project's design authority, which now maintains responsibility for overseeing technical development of this multi-million pound system.

ComSine (now owned by 1Spatial) is an SME specialising in geospatial software development and satellite communications hardware design. My roles here were primarily as lead solutions architect, and in technical project management and business development. In this customer-facing role, I successfully bid, won, and managed a range of projects. Some highlights included:LogicaCMG / UK Hydrographic Office (2003) - Consultant on UKHO's data migration project, to assess the feasibility of migrating all UKHO spatial systems from their legacy architectures to a unified ESRI & Oracle platform. This involved analysis of over 30 separate data capture, analysis, and chart production systems, and delivery of a detailed report to the client.Architecture for a novel global satellite image server (MIRAGE) and web-based service-chaining & spatial data processing environments for Qinetiq and the British National Space Centre and for Oxfam's disaster relief mapping system (SIRIUS). Based on ESRI and Cadcorp software.I undertook a two-year study into the global geo-information market for earth observation data on behalf of the European Space Association

As Location Platform Technical Manager I had global responsibility for the technical specification and procurement (£12 million+) of this new 3G mobile company's Geospatial Server (GSS), and for design of the core Location Based Services including routing and navigation, address matching & mapping. I was responsible for the planning, design & evolution of the solution architecture and associated technical services, including Oracle Spatial indexing, and API documentation.The GSS - built with J2EE to OpenGIS standards - integrated software from ESRI, Safe and Ionic - and was described at the time by Oracle as the most complex 'location based services' development project in the world, and the world's largest Oracle Spatial installation, scaled to serve 10 million users in the UK.I was also responsible for the specification, management and delivery of a pioneering real-time map generation service for mobile devices, including recruitment of a specialist team to develop efficient algorithms for graphical mapping and routing & navigation services

bidding and managing various external projects to PRINCE2 standards (EOS was ISO 9001 certified). Projects included:Wireless tourism ('EZTG'): Partnering with Inmarsat, developed architecture and business models associated with mobile location based services & content management for tourism.Committee on Earth Observation Satellites - Interoperability architecture project to harmonise metadata transfer protocols between Space and non-Space industries. Design included GML, XML, RDF and XSL script libraries, Java applications (format parsers & converters).Intra-Governmental Geospatial Initiative Metadata Node: I led the requirements analysis, architecture and software development of the DTI's National Geospatial Data gateway. This project emphasised use of open standards & software to design an XML metadata (ISO Z3950) server, and included development of a Java metadata parser & converter, and a coordinate conversion class library.Airborne Minefield Detection: Requirements analysis, system architecture and lead development of a GIS for management, analysis and processing of image data relating to detection of minefields using high resolution satellite imagery. (European Space Association and UNESCO)

This was a small company (of 6 people) I created and ran for four years, providing GIS consulting and support services mainly to the Oil and Gas and Environmental Management industries. Flat Earth specialised in developing MapInfo & ESRI ArcView applications and systems, with emphasis on data integration, geodetic problem solving, and digital / web publishing of spatial data. Our activities included large-scale cartographic projects covering exploration in regions including the North Sea, Alaska, Canada and Turkmenistan for clients that included Total and Dragon Oil.
