DT Global was hired by the World Bank to perform a Zanzibar Solid Waste Management Value Chain Optimization Study. This includes assessments on community type, logistic chain, economic, financial services and overall scenario and optimization building for solid waste in the Archipelago of Zanzibar. As Team Leader, Matthew provided overall management and technical delivery of the project to ensure smooth operation and satisfaction of the client’s objectives. As well as working with Zanzibar Urban Municipal Council and other key stakeholders in Zanzibar to identify LGA boundary demarcations when conducting community type assessment in Unguja and categorising economic proxies to the identified areas. Lastly, supporting the technical sessions under tasks: logistic chain, financial service assessment and scenarios and optimisation modelling.

This USAID effort, implemented by DAI, works with the Government of Iraq (GOI) at all levels to better respond to citizen needs. Matthew’s specific project was to identify municipalities and/or governorates who could pilot methane capture systems, work with Iraqi Landfill Methane Capture Expert STTA to assess the feasibility of landfill methane capture at selected sites and which technologies and methods could be used with tentative action plans, noting any jurisdictions that have already incorporated lessons learned. This included a number of landfill site visits in Iraq and assessing them against Landfill Methane Capture criteria.

DAI has been implementing the USAID funded Strong Hubs for Afghan Hope and Resilience (SHAHAR) project in across Afghanistan. I designed a sanitary landfill for Kabul based on the aerobic landfill method. I also coordinated and managed a solid waste management audit for Kabul Municipality. Developed a Solid Waste Management Plan for Kabul, Herat, Mazar-e-Sharif, Jalalabad and Kandahar with action items as well as a Best Practices Guide. Wrote a policy paper about collecting waste management and sanitation fees through the electricity bill in Afghanistan. Provided technical assistance to municipal staff to develop a public awareness campaign promoting the 3Rs (reduce, reuse, recycle) and setting up at-source segregation in schools in Kabul working with informal recyclers.

Hired to research the possibility of using non-recyclable plastic waste as energy at a cement plant in Dar es Salaam.- Did a characterization of the different actors in the waste management arena in Dar es Salaam- Researched the type of waste materials that are the most prolific in Tanzania and identify the materials with the highest calorific value that currently have limited recycling options.- Did a baseline survey of informal collectors in Tanzania to get an idea about their willingness to collect items of high calorific value, and at what price.- Visited a producer of refuse-derived fuel in Belgium and a cement company using refuse-derived fuel in the UK to assess the feasibility of applying that technology in Tanzania- Produced a report with recommendations and next steps for waste to energy potential in Tanzania.

Participated and presented an action plan at a workshop entitled "Irregular flows: a 3 day migration dialogue meeting for representatives of the Governments of Tanzania, Kenya, Ethiopia and South Africa.”- Wrote a 15 page conference proceedings paper based on the conference and the challenges associated with mixed migratory flows and irregular migration from the Horn of Africa through Kenya and Tanzania, and into South Africa.- Provided regional updates and action plans from the governments.

Assisted in the organization of activities related to the United Nations Development Assistance Plan (UNDAP) within the area of Mixed Migration including the following:- Assisted in drafting the Tanzanian Immigrations Borders Procedural Manual and organized consultation meetings with senior government officials to get their input on the new manual- Wrote, researched, edited and formatted funding proposals and progress reports for donors as well as speeches, newsletters, letters to government officials and terms of references.
