Action Officers mitigate risks associated with foreign ownership, control, or influence (FOCI) in the National Industrial Security Program. Action Officers assist with the negotiation and emplacement of contractual agreements that require FOCI companies to acknowledge and mitigate FOCI risks. These steps could include reorganizing corporate boards; reviewing electronic communications; physically separating from FOCI affiliates; and training employees on FOCI issues. Action Officers also support oversight of FOCI companies to ensure mitigation measures are fully implemented and compliance with the FOCI mitigation agreement is continuously monitored.
