I represent business and government clients in trade and investment treaty negotiations and dispute settlement, trade remedy investigations, and investigations and transactional matters involving export controls, economic sanctions and foreign corrupt practices laws. Over my 25+ year career I have been involved in many high-profile trade issues, including, currently, the NAFTA negotiations, the Canada-US softwood lumber dispute and the US Sec. 232 tariffs. Before I entered private practice, I was the Director General of the Government of Canada’s Trade Law Bureau and served in the Bureau for more than 15 years. During that time I was Canada's chief counsel in the negotiation of the Comprehensive Economic and Trade Agreement ("CETA") with the European Union and free trade agreements with Colombia, Peru and Singapore, and I led legal teams in numerous WTO disputes and in investment arbitrations under the NAFTA.
