Advancing responsible privacy, AI and data public policy and organizational practices in the U.S. and globally. Areas of focus include accountable development and deployment of artificial intelligence (AI), privacy and data protection policy, cross-border data flows, data governance, and privacy-enhancing technologies (PETs).

Shaped advocacy on privacy and data policy, including intersections with security, digital safety, trade, data governance, and trustworthy cross-border data flows. Partnered closely with field teams in Asia-Pacific, the Middle East, Africa, and Europe.

Led effort to reorient Microsoft’s approach to trade policy to focus on economic and digital inclusion, responsible use of technology, and security. Drove engagement on trade policies related to emerging technologies (e.g., 5G, AI), export controls, supply chain security, cybersecurity, and data protection. Led cross-functional teams to shape advocacy across Asia-Pacific, Latin America, Europe, the Middle East, and Africa.Engaged frequently with Congress, Executive Branch agencies, and international counterparts on policy priorities and built coalitions with diverse non-governmental stakeholders.

·Initiated the agency’s research on digital trade. Co-authored “Policy Challenges of Cross-Border Cloud Computing” (published in Journal of International Commerce and Economics).Led research teams focused on the digital economy and regional trade, investment, and economic integration in Asia-Pacific and Africa. Briefed Congressional staff, USTR, and the public on findings.

Advisor to USAID, the World Bank, and governments in Africa, the Middle East, Southeast Asia, and Eastern Europe on international trade and investment policy, including trade negotiations, WTO accession, and trade facilitation.

Wrote U.S. positions for WTO accession negotiations for candidate countries from Central Asia and the Middle East. Authored U.S. submissions to the WTO Trade Policy Review Mechanism (TPRM) for select African WTO Members.
