Utilizing VMS technology from Peopleclick Authoria, ITSA committed to promoting efficiency in government and to providing business opportunities for Certified Business Enterprises (CBE) - District-based businesses certified by the DC Department of Small and Local Business Development (DSLBD).• Responsible for solution design, implementation, configuration, and maintenance of Peopleclick VMS• Worked with internal, client, and vendor stakeholders to gather and analyze business requirements, established and documented standard operating procedures for contingent workforce process, provided training on tools and processes to vendors and government managers, and served as backup to and proxy for the project manager by running daily project operations and overseeing the ITSA project support staff• Managed the contingent labor lifecycle through requisition, sourcing, selection, engaging, onboarding, policy compliance, timesheet management, invoicing, payment, and offboarding• Responsible for design, creation, maintenance, analysis, and delivery of reports on key performance indicators, service level agreements, program compliance audits, and financial reconciliation status• Prepared program briefings for government officials for testimony at DC Council oversight and budget hearingsAt the outset of the ITSA program, OST implemented time-saving and cost-reducing processes that resulted in a 75% reduction in time-to-hire and significant cost savings over prior procurement methods. We expanded program adoption from one agency in 2008 - the Office of the Chief Technology Officer (OCTO) - to 24 government agencies by 2010, including OCTO, OSSE, DHS, MPD, DHCF, OUC, DOES, DCPS, DCRA, OCFO, DDOT, HSEMA, and CFSA.
