2023 to present: Elected to the Society's National Leadership Team serving 25,000 members. 2023 focused on "being the value" by mentoring eight technical Community of Interest chairs and linking them to 80+ Posts across the world. 2024 is about "sharing" my insights to Develop People from K-12 to College Outreach and Young Professionals.2021 to 2023: Regional Vice President and National Board Member. Also served on special committees to include Key Leader Development Commission, National By-Laws and Elected Director selection. 2019 - 2021: Created a Virtual Student Chapter framework under the College Outreach Community of Interest. Also served as Deputy Regional Vice President for the Texoma Region.2016 - 2019: Elected as one of four National Directors serving a three-year term in the 30,000+ member society. 2007 - 2011: National College Outreach Chair and Board of Direction member. My mission was to assist 118 local posts (chapters) in mentoring and building professional relationships between post members and students majoring in engineering and related programs at local colleges and universities. I also mentored the student council and tried to introduce 2200 student members to job opportunities in the federal programs business sector. In 3 years I grew the college outreach program from 11 to 39 official Student Chapters. Student membership also grew from 900 to 2200 students.2005 - 2017: National Young Member Council member. Served as the YM Council Secretary from August 2006 - May 2008 providing ideas and updates to 4000 Young Members (<40 years old) in the Society. LinkedIn is one of those ideas that I came up with in 2007. Also served as liaison to the Facility Asset Management Committee.

Served as 2014 President for 450+ member Post of the Society of American Military Engineers. SAME has been my "go to"​ professional society since I was a young Air Force Lieutenant and it was truly an honor to serve as the Dallas Post President for 2014. Client Account Manager for Air Force and Army clients across the globe.

Served as the Air Force Division Manager in the Federal Business Unit leading operations and client engagement efforts. Managed the HQ Air Mobility Command A7O IDIQ where Atkins was one of three consultants on the five-year $25M program.Also delivered asset management infrastructure solutions for public and private clients. Primary Sustainment Management System tools included PAVER and BUILDER.

Served as Program Manager for aviation, federal and municipal transportation clients in Texas.- Project Manager for a $93M Parker County Bond program handling design management, right-of-way acquisition and the associated legal condemnation proceedings. I also served on the Military business development/marketing team where I leveraged my SAME and military/professional contacts.- Selected for $1.9B DFW International Airport Terminal Renewal & Improvement Program (TRIP)

Led team of 9 full-time consultants to deliver infrastructure engineering/asset management/operations management for the North Texas Tollway Authority (NTTA) under a five-year Maintenance Management Consultant (MMC) contract.- Maintained a 655 lane-mile system with capital assets worth $8 billion to GASB34 standards - Programmed and advocated for annual department operating budgets worth approximately $50M

Assistant Program Manager for Infrastructure Engineering on the North Texas Tollway Authority (NTTA) Maintenance Management Consultant (MMC) contract. Responsibilities focus on asset management of NTTA systems to include roadways, bridges, facilities and fleet. The asset management role in the MMC can be categorized into two major areas: (1) condition assessments, and (2) infrastructure engineering. I provide oversight of the planning, initiating, execution and follow-up in construction and maintenance of the condition assessments and infrastructure projects. Expertise includes facility planning, cost estimating, logistics management, security engineering, and financial management. - Superb communicator; highest overall instructor feedback rating on staff of 28 instructors- Developed distance learning curriculum that avoided $1.2M in student travel costs - Created website cutting Pentagon information flow to base engineers from 2+ weeks to 1 day

Supervised 13 Quality Assurance Evaluators responsible for $90M construction program. Directed inspection, negotiation, modification and acceptance of design-build and traditional contracting work. Also led 3 personnel planning, and estimating $800M worth of facility requirements from January to July. Developed and briefed Long-range Development Plan vision to 27 distinguished visitors and commanders.- Saved $52M by garnering Congressional approval to convert proposed dormitories into high rises- Simultaneously managed 8 projects worth $6M to reopen critical fighter jet runway in 54 days - Project management skills saved $60K and eliminated potential delays on $12.5M Fitness Center- Efforts recognized; won the Best Engineering Flight in the Air Force and Junior Officer of the Quarter

Led 14 member team to identify and correct facility security vulnerabilities. Integrated user requirements with Air Force standards and efficient engineering practices to validate work requests and create projects. - Identified and programmed $11M in force protection requirements in response to 9/11 threats- Project Engineer for $2M Vehicle Inspection Station; developed 35% design improving base security
