I was the SUXOS and ultimately the Site Manager over the perpetually ongoing JBCC project. There is entirely too much to say regarding the JBCC project and my involvement as a Parsons employee. I am willing to privately share this experience and the delicate relationship nuances between government and contract personnel, with any colleagues contemplating a position at JBCC. This was my retirement/final long-term project and my financial "icing on the cake" to an already well-planned early retirement.

Spring Valley, Washington, Dc

Directed intrusive operations on the Spring Valley Formerly Used Defense Site (SVFUDS). Managed the UXO and Geophysical Teams during high-profile operations, specifically to investigate chemical contamination in residential properties, resulting from World War I chemical testing, firing, disposal, burial, dumping, and abandonment. Catalogued and processed Munitions Debris (MD) that had suspect chemical contamination and certified MDAS for final disposition.

Guam

I rebuilt the entire QC/Safety program and organized it into secured cloud storage. I utilized Microsoft Office 365 to build a real-time, cradle-to-grave operations and safety tracking system, for all Guam operations. I setup a digital system for managers and field personnel to utilize Samsung tablets, shared cloud storage, and MS Office 365; this completely digitized all daily, weekly, monthly, and legacy reporting. My new program resulted in the client receiving QA reports much faster, thereby closing completed projects sooner. This allowed for faster billing with more accuracy. I trained all field managers on multiple MS Office 365 products and how to integrate them for reporting and tracking, to include: OneNote, OneDrive, Outlook, Excel, Word, and Power Point. I provided non-Microsoft training on Samsung Galaxy E-Lite tablets, Adobe Acrobat DC, Google Earth Pro, Polaris Navigation, GPX Viewer, Box cloud storage, Xodo, and Soil Direct. This allowed for more expedient project planning and teams beginning field work weeks ahead of schedule.

Baghdad, Iraq

With no senior onsite representation from JGO or USACE, I directly established and managed a major USACE project onboard the Baghdad Diplomatic Support Center (BDSC), Iraq. This entailed constant coordination with DoS, USACE, and USA. I conducted the initial site visit, site setup, identification of local assets, and procurement of contracts with local suppliers. I coordinated the issue and renewal of Iraqi work visas, a rotation schedule for personnel to travel to Dubai to acquire them, DoS badging requirements, vehicle registrations, heavy equipment contracts, and clearance verifications in JPAS. Per the USACE PM, my successful management secured an additional several million dollars to this project for future work. Additionally, he officially stated that my success established a future foothold for EOD/UXO/CWD companies with DoS in Iraq, resulting in many years of projected contracts.

Multiple Locations, Afghanistan

I managed four UXO Mobile Teams, two small arms incinerator teams, and supporting attachments for the Joint Munitions Destruction Afghanistan (JMD-A) program. I trained all personnel to routinely perform “outside the wire” demolition and open pit burn operations of large quantities of US and foreign Condition Code Hotel (CC-H) munitions. I was the direct liaison for training and logistics between Janus personnel and the USA, USMC, and USACE. I professionally managed the closure of the worksite at Camp Leatherneck, accounting for all gear and equipment with no discrepancies; this included procurement of a local shipping company for transit across Afghanistan. I routinely filled the billet of Operations Manager, directly advising the PM. I ran the sites at Camp Leatherneck and Kandahar Airfield. I coordinated military security and briefed their commanders. I maintained a professional working relationship with several USA and USMC commands. I performed the initial reconnaissance of the off-base areas to be cleared, and managed all teams during demolition construction, placement, and setup. I was responsible for the strict accountability, control, movement, and handling of ammunition, explosives, equipment, and personnel. I routinely trained personnel in the identification of munitions encountered and their related fuzing components. I prepared operational risk management (ORM) assessments for all operations. I conducted the daily safety briefings and managed multiple sites as required, periodically from remote locations. In addition to conducting weekly operational briefs for the client, I tracked all home leave rotations, medical supplies, and yearly MOD 13 physicals. I ensured all personnel acquired BAF escort badges and created & maintained a tracking system, which ensured over 95% of JMD-A personnel held valid badges at all times. I developed a “teamwork” attitude to foster positive unit cohesion. I directly supervised over seventy-five demolition operations.

Schofield Barracks, Hi

I directly managed over 40 UXO personnel and ran daily operations, coordinating the efforts between multiple companies, consisting of construction, electrical, fiber optic, heavy equipment, chemical, and radiological. I conducted over 50 classes and trained all personnel on multiple ordnance items and their hazards, including explosives, chemicals, and radiological. I operated the Personnel Decontamination Station (PDS) and trained multiple teams to operate as individual PDS’s, in compliance with OSHA and USA regulations. I completed UXO clearance of over 6,000 acres, including heavy vegetation removal, within a chemical/radiological work zone and managed over 200 demolition operations on approximately 1,000 items. I was responsible for the procurement of six months of additional work. I safely recovered, processed, transported, and stored multiple chemical munitions. I professionally managed the closure of the worksite, accounting for all gear and equipment with no discrepancies. I maintained a professional working relationship with the USA Command at all times.

Okinawa, Japan

Completed UXO clearance on over 650 grids (100’ x 100’) on five active military ranges, in dense jungle environments. Consolidated documentation from several sources, providing a comprehensive synopsis of field operations. Generated work plans for multiple teams and streamlined operations. My contributions directly resulted in the client extending the contract by five months and adding over one million dollars to the project. I directly supervised over 20 UXO personnel and over 50 Local Nationals (LN).

Bagram Air Field, Afghanistan

Supervisor of Demining along with UXO/ERW mitigation and neutralization for a major project in Afghanistan. Assisted in the writing and development of policy and procedures of international demining operations for over 150 Zimbabwean national deminers. Ensured the safe completion of operations in a hostile environment. Knowledgeable and experienced in the use and implementation of mechanical demining techniques as well as Mine Detection Dogs (MDD). Directly supervised personnel from four countries, while adhering to all cultural sensitivities and ensuring a diverse and respectful work environment.

Kabul, Afghanistan

EOD Team Leader for Poppy Eradication Force (PEF). Led EOD operations in remote locations where contact with the Taliban was routinely encountered. Provided PSD, route clearance, C-IED, and security support during air assaults and interdiction operations. Provided PSD support to multiple convoys within Kabul, performing the duties of convoy commander on several of them. Escorted several DynCorp PEF convoys to various locations in northeastern Afghanistan; some lasting multiple days. Conducted route clearance for convoys and neutralized explosive hazards en route. Led the explosives inventory and accountability evolution of all DOS deployable assets. Lead training instructor of all PEF Foreign National (FN) security personnel for IED detection exercises.

Fallbrook Naval Weapons Station, Ca

I was Supervisor of all Southern California UXO operations for soil sampling in lakes and subsurface areas. I completed formal daily and weekly reports, in addition to consolidating all ledger entries for operations. I consolidated physical assets from various locations and took charge of operations and planning. These actions enabled me to provide accurate completion timelines and guide production.

Camp Roberts, Ca & Fort Wingate, Nm

I was Supervisor for a multi-million dollar, county-level pipeline irrigation project. I aggressively coordinated limited UXO and construction assets, to perform explosive clearance verification of over five hundred acres. The result was all operations completed on time with no safety mishaps or added costs. I performed all payroll and administrative duties, while documenting all operations in formal written reports.

Okinawa, Japan

Directly supervised the construction support activities of the client and maintained an excellent rapport with them. Personally responsible for conducting surface and subsurface clearances of more than fifty acres of graded roadway and construction area. This consisted of hand-digging more than 1,000 anomalies, which resulted in locating and identifying fifteen UXO items. Although I was the newest member, I was appointed supervisor/mentor of eight separate construction projects. The result was all eight projects completed on time with no safety mishaps or added cost to the client or company.

San Diego, Ca

Developed an all-encompassing training manual for the entire Components Engineering division, where none had ever existed, utilizing my formal education in curriculum development. This trained dozens of personnel in Agile and Oracle. Performed extensive research through multiple databases, on a daily basis, approving/disapproving the components needed for circuit board designs. Coordinated with distributors and advised engineers, regarding the best solutions for integrating existing electronic components into working production models.

Herat, Afghanistan

I organized and led multiple UN convoys throughout northwestern Afghanistan, in Herat and Farah provinces. Inspected and directed UN PSD personnel for these evolutions. Hired and trained static and mobile security forces for multiple sites.I managed three teams of Afghan EOD Technicians and their attachments, a security force, and administrative personnel – a total of 52 people. Operated three sites, spanning 150 miles of hostile territory in Western Afghanistan. Briefed UN agencies and coalition commanders on munitions destruction operations, newly discovered ordnance caches, and calculated project completions. Tracked on-hand cash assets of $25,000 and $2million of vehicles & equipment. Duties included data collection and processing; administration supervisor; shift supervisor; security force commander; finance manager; action officer for workplace investigations; pay supervisor; explosives manager; maintenance supervisor; security manager; contract support supervisor; etc.

Las Vegas, Nv

Senior member of an EOD Team, responsible for conducting surface clearance operations on the National Training Center at Fort Irwin, CA; and multiple USAF range complexes for Nellis AFB, NV. I performed and supervised the location, identification, demilitarization, and disposal/destruction of over 2,700 tons of ordnance, ensuring it was hazard-free. I coordinated and supervised the assembly and detonation of non-electric demolitions consisting of over 1,000 pounds of placed explosives.

Twentynine Palms, Ca

EOD Team Leader in charge of demolitions, management, supervision, and team-building during all phases of surface and subsurface ordnance clearance, identification, and disposal/destruction operations. I conducted in-depth classes on demolitions, with primary focus on safety and placement of explosives. This ensured 100% destruction of large amounts of explosive items, resulting in minimal use of time and explosives. I directly contributed to the successful delivery of over 500 grids (100m x 100m) to the client without a single grid Quality Assurance failure.
