Elected on 3 April 2012 to serve the remainder of a term on the Orchard City Board of Trustees. Upon taking office, Mr Soper was the youngest public official on the West Slope of Colorado.Orchard City was founded in 1912 and includes three unincorporated communities of Austin, Cory and Eckert (each has their own Post Office). The municipality has no sales tax or property mill level and operates predominately from the sale of domestic potable water. Orchard City owns 18 natural springs on Grand Mesa which provides fresh water to the town's 3,100 citizens every day. Mr Soper voted in favour of a hydro electric unit to be built near the water treatment plant to off set the town's electric bills. The cost savings will allow the town to save money for pipeline replacement and future water works improvements. Res 2012-03, concerning mosquito spraying and fighting west nile and other mosquito borne viruses was written by Mr Soper and has led to legislation introduced in the US Senate to allow for areal spraying over water, as long as it meets certain guidelines, such as time of day, amount and type of spray, and location. The law changed in December 2011 after the EPA changed the definition of water for mosquito spraying purposes.
