Contestant For Member Of ParliamentButembe County/Uganda Electoral Comission Oct 2010 - Feb 2011Butembe County, Jinja Districta)Created public awareness on existing unjustifiable gaps in key government programmes. My small but little known village called ‘Buwenda’ attracted public attenton. Many residents in the constiituency were connected to the national water supply grid, and now have have access to electricity. Community feeder roads were also improved!b)I dentified community priorities for the integration into the Local Government and National budget plans. To this effect, I recently conducted one study on: the level of integration of community priorities into the local government plans and the level of participation of communities/households in the budget planning, implementation, monitoring and evaluation of government programmes in Bugiri district. The research results were disseminated to the various stakeholders at a debriefing workshop. A number of issues were brought to the attention of the policy makers by the residents themselves. Absence of clear mechanisms to ensure that grassroots planning feeds into upper stream planning processes needs to be urgently tackled. Actually, the Deputy Chief Administrative Officer, affirmed the same when he said: “District budget plans are passed before we receive the sub-county plans every year. In addition, some of the completed government projects take long to be officially commissioned owing to budgetary and policy constraints. These need to be urgently revisited” This single step (though a drop in an ocean) is likely to spark-off several changes in the policy making processes in the near future. I intend to scale up these efforts in other districts.c)Mobilised folks to use resources within their neighbourhoods to start up and expand their livelihood sources, strengthened many community based organizations and resurrected the need for revival of traditional cultural values of Community volunteerism, neighborliness, brotherhood, social justice etc. in improving service delivery in rural areas.
