Matthew has spent the past 11 years serving as a freelance Landscape Architect, Expert Witness, Author, and Publisher, delivering planning and landscape architecture services in several states. His work included providing assistance with permitting, land use zoning, and environmental reviews, ensuring on-budget project performance with zero safety incidents. Roles include delivering services on key projects as well as author/publisher 2 publications for the Landscape Architect Record Examination (LARE) Section 1.

• Conducted safety, quality, and risk reviews for 446 projects serving 300 facilities and supporting infrastructure in Antarctica, New Zealand, Chile, and the US.• Managed process to define projects for real property assets, including Lifecycle Cost-Benefit Analysis and assessments.• Collaborated on station plan development.• Supported a diverse range of infrastructure, including fleet, equipment, facilities, electrical, IT, and water and wastewater systems.• Managed safety, quality, and risk reviews, project definition, and reviewed 40 project change requests annually for active funded projects in Antarctica.• Executed long-range planning, annual budgeting, sustainability initiatives, real property asset management, lifecycle cost-benefit analysis, and asset condition assessments.• Key Accomplishments:o Served as/on Projects Change Control Board Chair, Minor Recapitalization / Major Capital Projects IPT Alternate Chair, Strategy & Integration Cost Account Manager and Strategy & Integration Risk Board Chair, ASC Leadership Team, PPI Leadership Team, PPI Lessons Learned Coordinator, and PPI Risk Administrator.o Contributed to the scoping of one station master plan.

At Jacobs Solutions serving HMIS, Matthew served as the Infrastructure and Services Alignment Plan (ISAP) Director, leading a matrix team and developing a 5-year rolling strategic plan format. • Coordinated major new facilities projects, including a new data center, public works corporate yard, fuel station replacement, fleet services complex, and warehouse/utilities consolidation.• Led a matrix team for nearly 8 years; developed a rolling 5-year annual strategic plan document.• Guided mission support infrastructure planning for a 580 square mile site with 1,000 active facilities, 13 major infrastructure systems, and major services categories.• Managed a program involving 250 planning stakeholders from 3 federal agency departments and 5 major contractor companies.; oversaw the mission support projects portion of a $2.1B annual program for mission support.• Selected in January 2012 to develop a long-range planning format called Infrastructure and Alignment Services Plan (ISAP) for the Department of Energy Environmental Management, Richland Office.• Adapted the ISAP format, inspired by NASA, to enhance federal agency funding for prioritization of candidate projects at a large mission support site with a remaining 70-year cleanup mission ahead.• Key Accomplishments:o Contributed to various reports, including ISAP Annual Updates, Ten-Year Site Plan Reports, Infrastructure Stewardship Plan, Water System Master Plan Updates, and others.o Scoped and defined budgets for 200 major projects including utilities, facilities and the REACH Museum.o From FY2012 to FY2019, contributed to the growth $7M to $80M+ in the annual funded project list, representing a tenfold rise in annual funded project volume.o Recognized with the MVP award in 2014 for the rollout of the ISAP program in 2012 and 2013.

The Unit Manager role was with Carter and Burgess in the downtown Phoenix office. Carter and Burgess became part of Jacobs in 2008.

Consultancy specialized in municipal planning and landscape architecture services for a range of clients including Seattle Public Utilities, City of Enumclaw, City of Maple Valley as well as private firms.

Responsible for long range and current planning managing 8% of city annual budget using 5 consultants. Prepared 430-page, 40-map comprehensive plan update implemented under 18 separate city approval actions to resolve a long standing appeal. Staffed several land use, code enforcement, zoning and appeal hearings as well as several boards and commissions. Acted as SEPA Responsible Official for all environmental reviews. Updated development code and critical areas ordinances. Performed development review of all major projects including Wal-Mart, Costco, WSDOT and city infrastructure projects for parks, roads, utilities and storm water. Functioned on the management team of Planning & Public Works Department including 75% of city staff.
