I led an organization of 800 Marines, Sailors, and US and Japanese civilians. Our team provided field level maintenance and intermediate supply support for all Marine Corps ground equipment in the Indo-Pacific region. My priorities were to ensure my organization was trained, manned, and equipped to accomplish the mission, take care of our people, and improve our position. We operated persistently in three countries (Australia, The Philippines, and Japan) with additional support provided to several others. I was responsible for a $30M operating budget and $96M in assets and inventory.I redefined the organization's strategic vision, directed operational strategic planning, and executed a comprehensive communications campaign to customers and business partners. We enhanced customer experience through program education and promotion by expanding equipment maintenance services: doubling direct/onsite repair support and tripling recovery and evacuation support.Our organization successfully maintained equipment availability above 90% by connecting logistics and supply chains for cross-functional alignment and complete equipment lifecycle support to increase operational efficiency.I managed industrial facilities and precision workshops for all intermediate maintenance of equipment and expanded additive and digital manufacturing capability with advancements in plastics, carbon, and metal.W secured $16M+ in additional funding over eight straight quarters in recognition of superior performance and to sustain positive momentum for increased operational readiness and customer supportTo address culture concerns, we created and executed a focused equal opportunity training and resolution program resulting in 50% reduction in volume and severity of employee complaints and 43% increase in employee satisfaction.

“Lieutenant Colonel Milburn quickly and expertly conducted a comprehensive analysis of the internal staffing and operational procedures of the sections within the Materiel Readiness Branch (MRB). His expertise of supply and maintenance doctrine, directives, and orders, combined with his extensive experience serving in a myriad of supply and maintenance management leadership billets, allowed him to develop a phased approach to improving the efficiency and effectiveness of the MRB.” - Commanding General, 1st Marine DivisionI revised the internal inspection program for logistics by collaborating with internal and external agents to focus and improve our program. The effort significantly improved the effectiveness of our internal inspection program. I also served as a principle participant in the planning and execution of a training program for battalion and regimental executive officers. The training heavily focused on materiel readiness and policy compliance, which was my responsibility. Both efforts, internal inspections and senior leader training, led to dramatic improvement in inspection outcomes. In 2017, four of eight units had significant compliance discrepancies, and after program implementation, five of five units were found compliant across all programs. The supply and maintenance data briefed to the Commanding General each month contained excessive amounts of data for executive level briefing. The deluge of information masked issues and priorities. I reformatted and streamlined the brief to make it more intuitive and useful. I prioritized high value areas providing multiple options for decision or resource allocation. The new approach created clearer communication with the Commanding General and provided him with critical information in anticipation of higher-level interest or concern

I served as the principle advisor to the commanding officer and synchronized the military and civilian staff across all business operations including administration, communication, personnel training, logistical support, information and personnel security, fiscal, safety, family advocacy, and force protection. I coordinated and supervised the planning and completion of 23 projects and briefs for the Commanding General. I led the teams developing the products and provided oversight of data integrity and interpretation. I led a team of 74 Marines and civilians, was responsible for 28 government facilities and over 50 vehicles, and managed territory of 40,795 square miles in upstate New York and Vermont. My team and I contracted 1,627 young men and 158 young women to join the Marine Corps, shipping over 1600 of them to boot camp. I implemented a comprehensive training, remediation, and recognition strategy. By focusing on recruiting fundamentals, stringent screening, and strong talent development, our team reduced recruit attrition by 36% in three years. All of this was accomplished as I steered the organization through territory expansion, manpower capacity reduction, and budget cuts. “Major Milburn expertly planned, coordinated, and executed his vision.
