As founding director, I conceived, resourced, and executed a plan to establish a new intelligence services function in an agency with no existing intelligence capacity. This included concurrent the management and execution of a wide range of distinct tasks: • educating agency staff--from the Chairman of the Commission to staff subject matter experts--on intelligence processes and products, and helping them identify how such products could support their work efforts; • establishing an intelligence product line, including routine intelligence summaries, situational reports on real-time incidents, and strategic products to support a more advanced understanding of relevant threats; • recruitment and training of a small staff with sufficient breadth and depth of expertise to cover intelligence topics spanning cyber to terrorism to espionage; and • establishing relationships with intelligence community agencies and other organizations in the information sharing environment to ensure access to relevant intelligence information. The position also unexpectedly required executing all of the above tasks in a COVID operating environment where both my intelligence staff and our entire intelligence consumer base were on full telework status, having been hired for the position pre-pandemic and started work during the pandemic. -
