Serve as the agency’s senior intelligence official, leading the Commission’s engagement with the Intelligence Community (IC) and other information partners and advising the Chairman, Commissioners, senior executives, and staff on utilizing intelligence in support of the Commission’s mission to ensure secure and reliable energy.• The Commission has long-standing energy infrastructure protection processes and efforts that were not historically intelligence driven; I consistently innovate novel applications of intelligence to improve their effectiveness by identifying novel opportunities to incorporate relevant intelligence materials or establish of symbiotic intelligence partnerships.• Cultivate and maintain external relationships with IC partner agencies, as well as relevant stakeholders in the information sharing environment such as Information Sharing and Analysis Centers (ISACs), Fusion Centers, and cybersecurity vendors, to secure the Commission’s access to all relevant intelligence reporting and analysis. • Oversee the analytic efforts of the Commission’s Federal Intelligence Coordination Office (FICO; responsibilities described below), and the threat mitigation team responsible for operations security (OPSEC), the insider threat program, and Special Security Officers (SSO) protecting national security information and facilities.

The Intelligence Coordination Division serves as FERC’s link to the Intelligence Community to meet the intelligence needs of the Commission and the broader energy industry. As founding director, I conceived, resourced, and executed a plan to establish a new intelligence services function in an agency with no existing intelligence capacity. This included concurrent the management and execution of a wide range of distinct tasks: • educating agency staff--from the Chairman of the Commission to staff subject matter experts--on intelligence processes and products, and helping them identify how such products could support their work efforts; • establishing an intelligence product line, including routine intelligence summaries, situational reports on real-time incidents, and strategic products to support a more advanced understanding of relevant threats; • recruitment and training of a small staff with sufficient breadth and depth of expertise to cover intelligence topics spanning cyber to terrorism to espionage; and • establishing relationships with intelligence community agencies and other organizations in the information sharing environment to ensure access to relevant intelligence information. The position also unexpectedly required executing all of the above tasks in a COVID operating environment where both my intelligence staff and our entire intelligence consumer base were on full telework status, having been hired for the position pre-pandemic and started work during the pandemic.

Plan and oversee the execution of $20 million in annual foreign assistance programs to the Honduran criminal justice system in order to increase the rule of law, improve citizen security and reduce impunity and corruption. Guide and review the plans and execution of staff and organizations responsible for managing and implementing projects within those programs, including three subordinate program management teams and number of companies and NGOs contracted for program implementation. Maintain relationships with key national leaders in the Honduran government and civil society to ensure local engagement in program objectives. • Working against significant institutional inertia, redirected $1 million of annual resources from a mature program where previous success had diminished returns to programs offering greater ROI by guiding host-nation officials to assume responsibility for program support. • After the national police force was decimated by a disciplinary purge, collaborated with local government officials, social leaders, and international interests to lead strategic planning for a new police discipline and oversight office.• Avoided public backlash against the police by first advising the Honduran police executives on the risk of political fallout from punishing officers who mutinied in support of local protesters, and then lobbying influential social leaders to publicly support the legitimacy of disciplinary action.• Ensured projects advancing US strategic interests in Central America continued unabated by leveraging local partnerships to repair strained relationships between competing US government agencies.• Initiated a strategic appraisal of aid programs reduced by White House decree after cultivating the endorsement of peers and subordinates despite disaffection bred by the order.• Stimulated an eight-month 300% increase in department reporting on security issues by contributing 75% of the updates provided from a five-officer department.

Adjudicated the visa applications of foreign nationals for travel to the US for a variety of purposes and coordinated the logistical and administrative support for multiple offices.• 20% improvement in visa adjudication throughput produced by evaluating the workflow of five government agencies and four commercial providers located in disparate international offices and initiating a revised process map.• Shepherded the continual renovation necessary to sustain operations in a government facility one-third the required size through congressional funding applications, facility management directives, and security approvals.• Executed foreign language interviews of an average of 150 subjects daily incorporating extensive database research to complete expedient, effective assessments of criminal, terrorism or espionage threats.

Oversaw logistics services to a 600-person embassy community, directing six teams comprised of 50 individuals. Direct responsibility for the direction, management, oversight and execution of contracts & purchasing, material support, vehicle support, international travel coordination and international shipping and customs. Includes temporary resident training for intensive Spanish language training and 3-month assignment to Panama in support of the 2015 Summit of the Americas. • Registered 70% reduction of inbound shipping time by easing the tensions between members of the supply chain through repeated group interactions including training sessions, coordination meetings, and social gatherings.• Facilitated the visit of a top-level delegation (U.S. President and Cabinet Officers) to an international meeting by selecting and vetting a management staff of 20, acquiring 700 drivers and 500 vehicles, and coordinating with government agencies and host country officials to construct and command four concurrent secure motorcades.• Reduced housing expenses by more than 20% and improved office efficiency by establishing a program for the U.S. Government to rent more than 130 homes for assignment to diplomats rather than requiring they individually finding their own, including creating a new work unit to manage the program and negotiating leases with Guatemalan landlords.• Tightened the inventory loss rate from 6% to the targeted less-than 1% and safeguarded the achieved level by determining culpability for the slippage, devising corrective actions, and training warehouse personnel and property holders in the maintenance of accurate records.

As senior FBI representative to the regional fusion center, the Northern California Regional Intelligence Center (NCRIC), managed the intelligence program of the center. Supervised, mentored and trained state, local and federal intelligence analysts providing tactical and strategic support against terrorism, criminal and cyber threats. Conceived and led the complete reorganization of analytic group and creation of new reporting and analytic processes, drastically increasing the production capability of the group. Frequently briefed on behalf of the national Fusion Center enterprise to visiting members of Congress, Congressional staff and senior local, state and federal executive officials. • Built an assortment of intelligence novices into a team of professional analysts with the expertise to provide monthly assessments of cyber, criminal, domestic extremist, and transnational threats through a one-year effort.• Developed a nation-wide best practices model for interagency intelligence collaboration through an 18-month formulation process involving determining external customer needs, refining staff capabilities, composing governance, training employees, and socializing the final product with receiving agencies.• Overhauled the local organization into one with acclaimed productivity through a retrofitting of personnel by retraining, reassignment, and natural attrition.• Refurbished a soured FBI alliance with local law enforcement by personally meeting the priorities of the center’s local agency leadership and leveraging the resulting goodwill to benefit bureau operations.

Oversaw production of tactical reporting and strategic analysis in furtherance of cyber and criminal investigations. Developed policies and procedures to measurably improve integration of analysis and operations. Oversaw and provided high-level briefings on assessments to FBI officials and senior leaders of other intelligence and law enforcement agencies.• Drove a fourfold increase in analytical report production and the office’s first strategic study by reversing low performance expectations with training, mentoring, and setting reachable analysis delivery goal. • Resolved five-year old employee performance and EEO cases in less than six months by assuming responsibility for reaching a conclusion and pushing all involved parties toward final decisions.

Served as the FBI's interagency representative for plans and policies in response to critical incidents such as CBRNE attacks and natural disasters. Worked with federal departments and agencies, as well as state and local partners, to develop national-level policies and plans, including serving as the FBI representative to: the Domestic Readiness Group (DRG); the Homeland Security Presidential Directive (HSPD)-8 revision group; the Quadrennial Homeland Security Review; and multiple federal incident response planning groups such as Terrorist use of an Improvised Nuclear Device (IND) and Terrorist Use of Explosives (TUE). Ensured consistent interpretation of plans and policies at all levels of the FBI through briefings, presentations, meetings, and internal written procedures and memoranda.• Managed FBI input to a whole-of-government analysis of threats and risks to the US by aggregating data from field offices, headquarters, and companion departments and substantiating conclusions through iterative discussions with interagency counterparts.

Provided technical analytic support for the US Coast Guard (USCG) conducting comprehensive reviews of Critical Infrastructure/Key Resource (CIKR) facilities throughout the country. Principal analyst responsible for fusing independent assessments from members of a large interagency team including representatives from Federal Departments and Agencies, private industry, facility security subject matter experts. Additional responsibility conducting independent trends analysis on existing security assessments of all US port facilities. (Temporary position while awaiting FBI Security Clearance.)

Led a pilot team of military and civilian academic personnel, providing intelligence analysis of the local population’s culture, history, religion, politics and economy to an Army Brigade in Baghdad during the Iraq surge. Analysis employed cultural knowledge to improve effectiveness of efforts in reconstruction initiatives and tactical operations. Responsibilities included contributions to the long-term development of doctrine, operating practices and training methods for the Human Terrain System.

Research analyst specializing in the Chinese arms industry and Chinese proliferation practices, through the exclusive use of open source research and analysis in both Chinese and English. Assembled a database of Chinese corporations and government organizations engaged in proliferation practices, principally in the proliferation of dual use technologies. Liaison to the Center’s China contacts. Supervised a program sending UGA students to local high schools to teach classes on international affairs.

Researcher specializing in arms control and US-China relations at a Shanghai university; Periodic lecturer on US security and foreign policy and US-China relations in International Relations doctoral program.

Liaison between US Embassy Baghdad, Multinational Corps-Iraq, international contractors and nine Regional Embassy Offices and State Embedded Teams throughout Iraq; facilitated military support of State Department Operations throughout Iraq in intelligence, operations, logistics and communication for 2003 Iraqi elections.

Led a 34-man infantry platoon that executed all logistical support for a 500-man battalion; Supervised the maintenance of an 85-vehicle fleet; Platoon also executed heavy weapons support for battalion operations, including convoy security; Includes deployment to Operation Iraqi Freedom with Joint Special Operations Task Force—North.
