Performance Monitoring and Assessment Reports:• Provide technical supervision and support to the MEL team in developing protocols and collecting final research data;• Work closely with the provincial MEL team and the M-RITE technical team providing technical leadership and oversight for the execution of the PMP for all technical components;• Manage the validity and deadlines of project monitoring and performance indicators and lead the analysis, interpretation, and use of data to drive overall program improvement;• Oversee monitoring and performance data collection, input, and use of project data systems to ensure accurate and timely reporting, and tracking of project achievements by M-RITE and USAID requirements;• Lead the design and implementation of technical assistance activities related to strengthening immunization data systems, data quality, and data use in Mozambique.Assessment and learning:• Provide overall leadership and guidance to the team in designing and implementing the M-RITE Mozambique learning agenda;• Provide supervision and technical support to the Learning Advisor in the design and implementation of the project's learning, assessment, and research activities;• Provide technical support, training, and supervision of MEL to partners, including the Ministry of Health, local and district health authorities, and other collaborators, as necessary;Management responsibilities:• Provide direct supervision, management, and training for the M- RITE Mozambique MEL team nationally and in project provinces;• Provide technical leadership at national and provincial levels for the integration of RED/REC indicators into the Health Information System.• Provide oversight and technical support for report composition for all project outputs and ad hoc requests, ensuring the quality and timeliness of project data and associated analysis;

Support the inclusion of gender dimensions in all MEL efforts.• Support MMEMS efforts to promote opportunities for Collaboration Learning and Adapting (CLA) within USAID and with its stakeholders.• Remain current on USG MEL polices and ensure their application Support MEL training and one-on-one capacity building for USAID and IP staff.• Support the use of technological innovations, such as tablets, smartphones, etc.• Support the use of Geographic Information Systems (GIS) as a monitoring tool.• Help organize and support MEL communities of practice with USAID.• Support the design and implementation of evaluations carried by MMEMS and partners.• Conduct all work professionally and ethically while collaborating effectively with MMEMS team members in a cohesive, positive working environment.• Assist, with completing other tasks, in other areas to balance workloads, such as assisting with editing English documents, compiling reporting documents, when needed.

Responsible for:• Design the monitoring and evaluation system under the technical guidance of the M&E Leader and in close collaboration with the involved actors.• Participate in the definition of outcome and impact indicators, while maintaining consistency with the logical framework that defines the objectives of the project.• Participate in the definition of indicators for each component of the project, maintaining integrity among them and ensuring their full integration into the health system.• Ensure monitoring of project impact in terms of results, including differentiated and disaggregated gender indicators.• Define the processing and flow mechanisms of the information needed to feed the indicators, considering the use of information and communication technologies.• Participate in the design and create functional tools and scripts for systematization and processing of the information obtained from the execution of the project.• In coordination with the Project Coordination Unit, provide support in the development of mechanisms and methodologies to systematize the collection and recording of data.
