• Assisted with drafting Board regulations and documents for administrative hearings; prevailed in a hearing decided on written submissions involving defense of the Board against a noncompliant protestant who had applied.

• Researched and wrote a citizens guide to California's general plan laws and a guide for municipalities on curbing greenhouse gas emissions
