About Maureen Harkin

At Luton I piloted one of the first affordable housing private investment deals through to successful completion, delivering 80 affordable homes without any public subsidy. Using that experience I have joined Paul Hardisty (ex QSH) to create a company that will support public bodies to utilise the opportunity of private sector investment to deliver much needed affordable homes.

    3H York has been formed by Paul Hardisty, previously MD of affordable housing investment company QSH, Kevin Hancock construction director and myself (we are the 3H’s behind the name).The new business shares office space with the Housing Quality Network (HQN) in York and is building on the track record developed by Paul, Kevin and myself with various Local Authorities in delivering affordable homes .Having attracted an initial £100m of capital from a major investment manager and the Ethical Pension fund they represent I am delighted to be offering ethically based investment, tailored to the specific affordable housing needs of communities, including:• Councils constrained by HRA debt ceilings who are looking to generate new affordable housing or refurbishment of existing stock • Councils that wish to re-invest their Right to Buy capital receipts into new housing supply or risk losing those receipts if they are unable to do so • Housing Associations and Councils seeking new business and management fee income from affordable PRS without any commitment to leased ownership • Low cost home ownership through Rent to BuyThese are just some of the ways in which 3H York is able to help tackle the considerable lack of investment in affordable housing.
