Responsible for overall communications strategy, outreach, web presence and look/feel of what, at the time, was a newly formed state department, including all published material, press/media outreach and response, public relations, and marketing of both new initiatives such Michigan Week and MeL (MI electronic Library), and communications/PR support of all ongoing popular programs brought to HAL under the direction of the Library of Michigan, Michigan Historical Center, Michigan Arts Commission, Mackinac State Parks Commission, and Michigan Film Office. Served as executive director of Michigan's Quarter Commission; managed a commission of twenty-five appointees, experts in their fields, who ultimately submitted designs for Michigan's quarter - as part of the U.S. Mint's "The 50 State Quarters Program" to Governor John Engler.

Oversaw the implementation and mass communication of major changes in Michigan tax law. Responsibilities ranged from representing the position of the Governor and Treasurer to the general public, to the look and feel of Michigan's income tax forms. Also helped implement the Governor's Golden Apple and Michigan Merit Award programs, rewarded to middle-through-high school students who qualified based on high MEAP scores. Involved in the construction of a new Treasury Web site, increasing accessibility and transparency of the department and encouraging greater use of e-file and e-commerce with state government.

Created, developed and oversaw overall communications strategy and execution of it for Governor John Engler's ultimate re-election in 1998, including all written materials, media coverage and coordination, and Web site development. Also headed all communications and press efforts in relation to eight statewide inaugural balls.
