The Planning Commission is a five-member board of Millbrae residents appointed by the City Council. Members shall be qualified electors of the City and shall serve four year terms. Members may be reappointed to additional terms and serve without compensation. The Commission meets on the first and third Mondays of each month, but may hold additional meetings. Meetings are in the Council Chambers, 621 Magnolia Avenue, Millbrae, at 7:00 pm.The duties and responsibilities of the Planning Commission are granted to it by ordinance or resolution of the City Council and includes such additional powers and authority as may be provided for by the laws of California.The Commission reviews and makes recommendations to the City Council on: Amendments to the General Plan, the comprehensive long-term vision for physical development of the city; Amendments to the Millbrae Station Area Specific Plan, the plan for mixed-use, transit-oriented redevelopment around the BART station; Amendments to the Zoning Ordinance, detailed regulations for use and development of private property; Proposals to rezone private property; Amendments to the Subdivision Ordinance, detailed regulations for subdividing private property; Proposals to subdivide property into 5 or more parcels; and Amendments to the Sign Ordinance, detailed regulations for all types of permanent and temporary signs on private property.The Commission reviews and acts upon: Proposals to develop/redevelop large/complex projects; Proposals to subdivide private property; Proposals to construct or modify a new building or home (Design and Review); Proposals to construct certain business signs or establish a Master Sign Program; Proposals to deviate from standard requirements (Use Permits, Variances, and Exceptions); EIRs, Negative Declarations, and other documentation required under CEQA.
