• City's Chief Administrative Officer managing 115-person mayoral staff, over 30,000 city staff, and $11B budget. • Managed day-to-day city operations through large-scale labor strike, global pandemic, and balanced the corporate budget through two of its largest gaps in history (both almost $1B). • Oversaw the creative response of city services to the COVID-19 pandemic including the building of an alternative care facility at McCormick Place; development of new facilities for homeless shelters; use of hotel facilities for support for first responders, medical staff, and homeless individuals; and creation of equitable citywide COVID testing and vaccine models. • Built the most diverse Mayor’s Office team in the city’s history including the hiring of Chief Risk, Chief Engagement, Chief Equity Officer and Director of Violence Reduction roles.• Oversaw legislative victories that included the City’s first casino legislation, $15 minimum wage support in Chicago, and landmark ethics overhaul.• Management included resolving all but one of the city’s outstanding labor contracts.• Led the transformation of government agencies such including the creation of the Office of Public Safety Administration to reduce cost and human capital waste; transformation of 2FM and Department of Information and Technology into Department of Assets, Information and Services to better deliver technology services to city staff; and the creation of contract management roles within the Department of Finance to obtain significant savings for taxpayers. • Tripled the Chicago Police Department's compliance with its federally-mandated consent decree after taking lead responsibility for management within city government.• Oversaw crafting and implementation of major mayoral initiatives including Invest South/West (signature investment program in Chicago's neighborhoods); Our City, Our Safety (citywide violence reducation effort); and the city’s first capital plan in years.

Led 40-day transition including the building of Mayor's cabinet, office staff, and 100-day legislative agenda. Directed and oversaw all hiring, structured transition to new office, creation of new office SOPs (hiring structures, meetings, briefings, etc.), and standing up of office. Oversaw and approved Mayor's Transition Report.

* Drafted, published, and distributed the Department's first strategic plan in over a decade. * Led a team of professionals to collaboratively develop, analyze, and evaluate projects within the Department’s strategic plan including initiatives in crime, reform, and organizational development; measured progress and verify compliance with reform mandates; and served as a liaison with a number of partners outside the Department to accomplish strategic initiatives. * Supervised a data analytics unit, which supported the creation and analysis of Department strategies; and an internal audit unit, which measured adherence to strategic initiatives and works with commanding officers of various units to improve compliance and performance.

* Recruited to review and develop the Foundation’s violence prevention and policing strategies for Chicago. Built grant agendas through partnerships with the city’s leading non-profit institutions, the University of Chicago Crime Lab, the Chicago Police Department, and local political leaders. * Organized and developed the Partnership for Safe and Peaceful Communities, a $30 million, thirty-funder collaborative effort to reduce violence and build police legitimacy efforts in Chicago.* Designed grants leading to nationally-recognized evidence in the use of cognitive behavioral therapy with youth, focused deterrence in violence reduction, and effective police officer trainings.* Investments also included grants in procedural justice research, use of body-worn cameras, social networks of violence, policing management structures (CompStat 2.0), community engagement in policy reform, and early intervention systems for law enforcement officers. * Led Chicago’s Police Accountability Task Force working group on legal oversight. Along with a team of experts and advocates, conducted interviews and research on the rules and practices governing the accountability systems for the Chicago Police Department and compared the current framework and its components to national best practices. * Asked to provide written testimony to the President’s Task Force on 21st Century Policing.* Designed and led four national convenings on innovations in policing, the future of prosecution, and algorithmic decision-making in criminal justice, leading to new Foundation investments.

* Lead prosecutor for Seattle’s efforts to combat gangs from 2011-2012. Advocated with the Seattle Police Department and community members to reduce gun violence through mix of complex prosecution and community-based strategies, leading to regional recognition for innovation. * Co-led the Car Theft Initiative and directed the Repeat Burglary Initiative, innovative high-impact units focused on perpetrator-based prosecution. Results included a 55% decrease of car theft over a four-year period and year-over-year decrease in burglary. Programming led to national consideration of perpetrator-based principles. Crafted pre-trial strategies, supervised junior prosecutors, managed cases at trial, and designed unit policies. * Led over sixty-five cases to jury verdict with no reversals on appeal. Representative cases include: o State v. Fausto Vega-Filio (kidnapping, assault, robbery, and harassment domestic violence case resulting in a 15-year prison sentence); o State v. Kirk Saintcalle, Narada Roberts and Roderick Roberts (multi-defendant homicide case resulting in a 60-year prison sentence); o State v. Jose Manriquez-Aguilar (multi-victim child rape case resulting in an indeterminate sentence); and o State v. Bronzell Bright (month-long assault case involving reticent witnesses with gang ties, DNA evidence, and several days of forensics testimony). * High-profile cases included State v. Shon Shanell ("the Santa Claus burglar”) and State v. Dvontaveous Hoston (firearm prosecution of defendant who had sued the Seattle Police Department and was acquitted in a prior criminal prosecution).
