Civilian Personnel Officer

Assisting in developing solutions to complex healthcare problems across DoD and civilian healthcare organizations through: System development, Process Improvement, Employee Development, Project Management and Program Management, internal and external Customer Service training.

Develops, plans, implements, and administers executive development/training and affirmative employment plans, procedures and actions associated with the Medical Career Program.Analyzes and evaluates functional requirements, objectives, and operating methods to include new and proposed regulatory guidelines to determine effectiveness of career management program relative to job assignments, career development and progression, functional and mission objectives and career force structure. Advises appropriate career management actions concerning organizations and employees/positions with the Medical career management program. Analyzes and evaluates the force structure to identify training and/or recruitment deficiencies and categories of positions/employees to be included in the Medical Career Field Management Program.  Analyzes, develops, prepares and presents promotional material. Expert knowledge of the mission and organizational structure of the Medical Career Program Functional Field to effectively carry out career management responsibilities.Knowledge of the laws, regulations, principles, and practices of civilian career management.Ability to provide guidance and counseling to medical career program registrants and manager.Knowledge of medical treatment facilities, medical career fields, licensing & credentialing requirements, interrelationships of different organizations, new systems and technologies. Ability to prepare special studies and staff reports including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work.Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound problem solving decisions; ability to prepare and make persuasive oral and written communications.

Principle advisor to the Wing Commander and wing executive staff on matters concerning the morale, welfare, development, utilization and training of over 3,200 enlisted members for the Air Force’s largest medical facility. The wing's mission is to provide deployed and in-garrison health care, graduate medical education and clinical research, all designed to enhance Air Force readiness. The medical wing is composed of seven groups based at three geographically separated bases with a staff of 6,010 military, civilian, contract employees, residents and students. He also provides advice to the Director of the San Antonio Military Health System (SAMHS) on organizing, training and equipping of over 12,000 employees within SAMHS, which includes a $1.2 billion budget providing healthcare for more than 230,000 beneficiaries in ten medical treatment facilities in the San Antonio metropolitan area.
