Responsible for creating, develop and lead a new Clinical Programs Unit in the Department of Clinical Affairs, directly reporting to the CMO. The unit focuses on the planning, implementation and evaluation of new clinical programs. As leader, oversee the analysis of data, development of reports and the implementation of clinical initiatives directed toward addressing cost-drivers and improving quality of care according to Corporate's strategic objectives. Also, work with intra and interdepartmental teams for the evaluation and implementation of initiatives aligned to Medicare Advantage STARS requirement and objectives.

Establish an in-depth understanding of industry through market analysis. Conduct research and gather insights on potential sponsors and CROs. Lead communications, presentations and negotiations with prospective sponsors to win new business. Main point of contact with sponsors and CROs regarding new study opportunities. Use insights to develop tailored packages, as appropriate. Establish and lead by example and enable the team to perform. Provide business development insight into business planning cycle. Focus on functional continuous improvement. Establish Business Development team goals that are fully aligned with the business goals/targets. Understand the drivers of clinical trial budgets and benchmark levels for different types of trials. Provide supervision, mentoring and coaching to direct reports. Provide oversight and support to staff performing various operational activities and initiatives including, but not limited to: Liaise with sponsors and CTUs for feasibility assessment. Clinical trial initiation, including CTU allocation, and facilitate IRB process. Track the end to end process on behalf of CTUs and sponsors and monitor key milestones and trial metrics. Budget negotiation directly with sponsors, and CTU liaison. Maintenance of internal tools and templates for clinical trial budget and contract reviews and negotiation. Review and negotiate clinical trial agreements. Negotiate good terms for PRCCI and its members in the clinical trial agreements, in collaboration with the CTUs. Identify contractual risks and suggest mitigating edits. Support CTUs with regulatory documentation. Support PRCCI members/ research sites with regulatory documentation as needed, assist in empowering sites to produce complete regulatory documents on time. Maximize the use of PRCCI's Clinical Trials Management System (CTMS). Work along with Grants Writing Team in the submission of special grant proposals to local and US organizations. Mentor students and potential investigators.

Responsible for Medical Affairs (Medical Directors, Clinical Operations, Utilization and Care Management, Trasplant and the Promotion and Health Education Units) with direct reporting to the VP for Medical Affairs. There are two Lines of Business: Commercial and Medicaid (Puerto Rico Government Health Plan). At the present time, the key priorities are: the successful submission and readiness for the new2018 RFP of the Puerto Rico Medicaid new contract; the implementation of new and the development of current clinical initiatives in the Commercial Line of Business; the planning and implementation of our health organization's Health Information Exchange (HIE) across our affiliates, business partners and providers. In addition, I am actively involved and responsible for the development of new strategic initiatives and the evolution of our clinical programs for both lines of business while meeting our operational and utilization management goals, deliver on expected outcomes for our care management and clinical initiatives, successfully complete internal and external audits, continously improve on processes that lead to customers/members satisfaction, ensure efficient processes and cost containment initiatives, maintain collaborations and oversight of our delegated entities or subcontractors, implement and foster programs for people/talent/leaders development., among others.
