Lt Col Burke served as administrator, then commander of a reserve medical squadron, brought unit to operational status, supporting the war effort. As Patient Administration Director (PAD), Wilford Hall Medical Center (WHMC), created Fisher House Incorporated (501c3 non-profit organization) that has cared for thousands of military families and continues to support military families from 1990 to present. His department passed the Health Services Management Inspection, with commendation, and he drafted the Air Force’s first regulations on solid organ donations and patient self-determination, the latter published in the Journal of Nursing. Burke deployed and stood up the PAD function at the 1,500 bed WHMC Contingency Hospital during Operation Desert Storm and administratively managed hundreds of patients’ hospitalizations. He was a quality improvement trainer and led a process improvement team that was recognized by the USA Today Quality Cup Program and he was also selected Air Force PAD officer of the year in 1992. Earlier, Burke held director positions in resource, personnel, patient administration, and aeromedical operations management.
