I have more than 35-years of varied tax administration experience, having joined Zimbabwe's Department of Taxes in December, 1984 and subsequently transferred to the Zimbabwe Revenue Authority(ZIMRA) at its formation in September 2001.My specialized background includes:- Progressive experience in proposing reforms to revenue laws, drafting legislation emanating from such proposals, and advising various stakeholders on the interpretation of revenue laws.- Extensive knowledge of domestic and international tax law and participated in the drafting of the United Nations manual on Tax Treaty negotiations.- Solid knowledge and experience related to the undertaking of audit of multinational enterprises, complex cases and project based cases on all issues.- Skills in formulating quality technical advice to both government and taxpayers and participated in the rewriting of the draft Zimbabwe Income Tax Act and SADC Model Customs Act.- Tax dispute resolution skills-including preparation of court papers on tax disputes.- Skills in preparing legal opinions that contain quality technical advice that might assist other sections of the organization and policy makers. - Ensuring adequacy of controls to mitigate legal and compliance risks and roll out legal and compliance policies and procedures.- Experience in preparing litigation papers on those court cases relating to the interpretation of laws that affect the operations of ZIMRA.
