My position involves producing accessible, yet rigorously researched studies of topics of concern to California. Among the issues I've been involved with are public opinion regarding immigration, immigrants, and immigration policy, public finance, and economic development, with particular emphasis on state-local relationships. Community outreach, presentations before a variety of public bodies, including the state legislature, to professional groups, and to community organizations are also core activities. Seeking outside funding support for my projects is a key feature of my work at PPIC

I worked at the University of California, Riverside as a professor of political science, got tenure there and served in a variety of capacities, including Director of the Center for Social and Behavioral Sciences Research, Associate Dean, Interim Chair of Political Science. I retired as a Full Professor in 2005 in order to take a position as Program Director of Governance, Public Finance, and Education at the Public Policy Institute of California in San Francisco. From December, 2008 I served as Associate Director of Research at the Institute and as of July 1, 2009 I am serving as a Senior Fellow exclusively. Over the years my various positions on the campus, as well as systemwide involved community outreach, grant-seeking and fund development, program innovation, advocacy, and presentations and testimony before a variety of governments, academic, professional, and community organizations.
