I joined IT Corporation Irvine CA office in December 1987 and worked in the landfill engineering group supporting the design, permitting, and construction of the new Class I landfills that IT owned and operated during the 1980s. I continued the practice in landfill engineering during the 1990s when all the municipal landfills in California went through the Solid Waste Assessment Test (SWAT) to meet the then new RCRA Subtitle D compliance. I continued the practice in landfill engineering during the 1990s when all the municipal landfills in California went through the Solid Waste Assessment Test (SWAT) to meet the then new RCRA Subtitle D compliance. I worked on more than 50 landfill projects during the 1990s that involved renewal of permit to meet new Waste Discharge Requirements, preparation of landfill closure (such as the Toyon Landfill for City of LA) and/or landfill expansion (such as the Santa Maria Landfill) design and construction documents, landfill compliance monitoring and corrective actions for both landfill gas and groundwater issues. During the same time, I was assigned to manage more than $12M worth of contract task orders issued under the Navy CLEAN contract. These projects involved the initial stage PA/SI and RI/FS for former MCAS Tustin and El Toro, and several UST investigation and demolition projects at MCB Camp Pendleton and other bases. I joined OHM Remediation (subsequently acquired by IT in 1999) in August 1996 and was assigned to manage more than $25M worth of contract task orders under the Navy RAC I contract at MCB Camp Pendleton. These projects involved the remediation of 5 landfill sites, two UST sites, and two storage sites that were impacted by past storage or disposal activities. I was awarded the 1997 Navy Joint Cleanup Award as the Project Manager for the successful cleanup and restoration of the two storage sites (over 5 acres of land and stream bed) for unlimited reuse.
