Project EngineerColaska Apr 2008 - Aug 2014This $97 million project, scheduled for completion in December 2009, is constructing 18.3 acres of new land in Cook Inlet for Port of Anchorage. The project is part of a series of construction phases creating new property at the port by reclaiming tidal and subtidal areas and installing sheet pile bulkhead to establish the basic structure for new waterfront facilities. This expansion project consists of placing 1.5 million cubic yards of fill material and 11,000 tons of sheet pile in Cook Inlet. Work includes dredging of 125,000 cubic yards of seafloor materials and subtrench along the footprint for the sheet pile bulkhead; constructing the sheet pile bulkhead and tail walls in an open-cell sheet pile configuration (576,000 linear feet); salvaging and stockpiling rock materials placed during past projects; compacting fill materials; and installing drainage structures. The project area is a challenging marine environment because of its 30-foot tide cycles and currents of up to 11 knots. Client: Integrated Concepts and Research Corporation, with funding by the U.S. Maritime Administration.

Project EngineerColaska Sep 2007 - Dec 2008This 3-year, $12 million project, expected to be completed in 2009, included lengthening of the main runway and water runway, expansion of the runway safety area, a new taxiway, and navigational lighting, as well as upgrades and relocation of instrument landing equipment. The existing runway was rotomilled, and an overlay was added. Material for expansion of the 7,500-foot existing runway was excavated from the municipal floatplane runway (waterway), which was also lengthened and widened to almost twice its original length and width. New roadway was installed: a new access road around the entire perimeter of the airport and an emergency access road between the floatplane basin and fire response building. A new perimeter fence also was constructed. The work involved 400,000 cubic yards of excavation, 30,000 tons of new asphalt pavement, and the addition of runway grooves and striping. Commuter air traffic at the airport was maintained during the entire construction process, with fewer than 10 hours of runway closure required. Client: City of Kenai, funded by the Federal Aviation Administration.

The work consists of placement of 4 million cubic yards of embankment, excavation of 1 million cubic yards of rock, paving, and a new airport lighting system. The 2,000-foot runway extension requires rerouting of Government Creek 2,000 feet to the south and construction of a 700-foot tunnel to permit Lewis Reef Road to pass under the extended runway. QAP assisted sister company SECON on this project. Client: Alaska Department of Transportation and Public Facilities (DOT&PF), with funding by the Federal Aviation Administration.

Work consisted of widening road shoulders, paving, installing 10,000 feet of guardrail, and striping. Installation of two large multiplate drainage pipes under the roadway required diversion of the respective creeks. These multiplate culverts were 3 meters in diameter and up to 200 feet in length.
