The VIPER voice communications system affords a wide range of emergency responders the ability to communicate statewide and across multiple agencies and disciplines at the federal, state and local level. Planned and unplanned occurrences within the state may require a diverse and far reaching response from a multitude of emergency responders. I serve as a specialist for the existing microwave network as well as the construction to expand the network statewide. I manage multiple vendors, work with Federal, State and local partners, identify and negotiate future potential tower sites, manage the construction process and overall management of approximately 40+ field employees. I analyze, troubleshoot and resolve microwave network issues and research, and keep up with new technology and standards as they emerge in the industry.

I maintain and support the Voice Interoperability Plan for Emergency Responders (VIPER Network). I am responsible for the installation, configuration, troubleshooting and repair of microwave data circuits, radio intelli-repeaters, switches and routers that provide connections at 238 tower sites located throughout the state. These VIPER Network sites are critical to the continued voice and data communications that serve emergency responders within the state. I independently plan, organize, and adapt to unanticipated changes all aspects of my daily work. I manage technical projects, and develop solutions for problems of simple to moderate complexity and provide consultation on issues and requests from customers.

Responsible for the identification of emergency or disaster situations occurring throughout the state, and coordinating response activities involving state resources. Accountable for collecting, evaluating, and disseminating complete and accurate information regarding potential, current or on-going emergencies and disaster situations and taking necessary action to ensure the safety of the public. The afore mentioned activities are applicable during all phases of emergency operations, including response, recovery, preparedness, and mitigation.

Provided leadership training project management and organization development for approximately two hundred thirteen Soldiers. Supervised and managed the processing and tracking of all personnel actions, awards, evaluations, promotions, finance, personnel accounting, strength reporting, and readiness of all assigned and attached personnel. Prepared recommendations for personnel actions to higher headquarters. Reviewed and prepared reports and data strength of personnel. Made duty assignments of enlisted personnel. Reviewed cyclic and other reports to assess systems performance. -Hand selected by the command to lead the Human Resource (HR) section-Managed HR section and improved compliance rating by more than 50%-Created and implemented a web-based tracking system reducing action dwell time by 20 days

Managed recruitment teams in daily operations. Designed promotional marketing strategies and forged partnerships with public and private sector. Monitored and tracked the progress of military recruits from initial contact through basic training by utilizing the web-based geospatial business intelligence program effectively. Effectively trained and managed personnel in potential problem analysis and opportunity analysis. Used master data management system in order to make fact-based decisions, solve operational problems and to effectively analyze and vet plans with well defined time lines, concrete, measurable, tangible goals and objectives. -Operated independently and used personal judgment to administer, plan, initiate, and carry out duties.-Raised the Recruiting Center’s enlistment goals from a 20% deficit to 100% achieved-Implemented the standards and discipline needed to bring the Recruiting Center to a 100%compliance rate for the Army Inspector General-Increased the medical deployable status of the Battalion by 60%

Responsible for the analysis of training requirements, the development of long and short range training plans, and the annual training proficiency of all medical and flight personnel. Conducted reviews of subordinate units and provided recommendations to correct noted shortcomings. Monitored and evaluated unit compliance with environmental, safety, fire codes, regulations, and statutes establishing control procedures to insure compliance with regulatory guidance and protocol. Developed, prepared, and submitted periodic reports to higher echelons of command.-Instrumental in the successful cross country move of a seven ship Air Ambulance Detachment’s personnel and equipment.-Guided personnel through the difficulty of establishing an operational unit in a remote location with only 48% manning strength.-Trained new Managers to effectively guide their personnel toward the successful attainment of unit goals and missions.

Monitored and stabilized the sick and wounded in the field and in flight. Prepared for and performed crash rescue, high performance hoist, and other complex rescue operations in a garrison and wartime environments. Performed preflight aircraft checks and services of medical equipment.-Accounted for the readiness of 120 Soldiers and more than $30,000,000 worth of aircraft and equipment for worldwide deployment.-Supervised four medical support teams in the execution of their mission in their assigned areas of operation-Ensured Army assets were readily available and properly employed in the Southwest Asia theatre of operations. -Selected as the unit safety NCOIC; instilled safety awareness, responsibility, and accountability in all areas of aviation and ground maneuvers.

Responsible for the training, morale, welfare, and adherence to standards of Junior Enlisted Soldiers. Received, inspected, and issued supplies and equipment down to the operator level. Conducted medical evacuation training to include lectures, static aircraft loading, running aircraft loading, high performance hoist operations, aircraft safety operations, landing zone preparation and nine line medical evacuation requests.-Evaluated and maintained the medical readiness of more than two hundred twenty deployable Soldiers. -Performed duties as a supply manager for multiple agencies from clinical, to emergency services, to air ambulance services. -Managed organizational budget and was instrumental in the elimination of wasteful spending saving the United States Government more than $30,000 annually.

Evaluated and administered emergency medical treatment to casualties. Surveyed and triaged the sick and wounded in mass casualty situation to determine requirements for and the administration of appropriate emergency treatment. Provided assistance with outpatient and inpatient nursing care and treatment of the sick and wounded. Interviewed patients and recorded their medical history. Performed and documented routine patient admissions testing. Conducted medical examinations and briefed Physicians on findings. Took vital signs to include but not limited to temperature, pulse, respiration, and blood pressure. Collected and prepared specimens for laboratory analysis. Administered and recorded immunizations and the treatment of patients with common diseases.
