FDD’s Center on Economic and Financial Power promotes strategies and policies to bolster an effective economic security framework that deters America’s adversaries and protects U.S. national security objectives.Experts from CEFP conduct in-depth research, produce timely analyses, and provide policy recommendations on today’s most pressing economic security issues. Key lines of effort include: leveraging U.S. economic power to counter illicit finance and emerging risks, including through financial sanctions, Anti-Money Laundering/Combating the Financing of Terrorism (AML/CFT) tools, export controls, and regulatory guardrails; countering kleptocracy and authoritarian corruption; exploring new alliances for economic security; and protecting and “ally-shoring” critical global supply chains in support of U.S. economic interests.CEFP is one of FDD’s centers on American power, which also include FDD’s Center on Military and Political Power and FDD’s Center on Cyber and Technology Innovation.

Review lead information, prepare and serve administrative subpoenas, conduct open source and other research about targets and industries, interview witnesses, review documents, and speak with potential violators and their counsel.Compile and analyze information collected during course of investigations and make oral and written recommendations with respect to proper disposition of cases.Draft investigative recommendation memoranda, blocking and cease-and-desist orders, cautionary letters, Findings of Violations, Pre-Penalty Notices, Penalty Notices, settlement agreements, criminal referrals, and other formal administrative documents. Conduct settlement negotiations.Coordinate with other Divisions within OFAC, including Licensing, Compliance, Global Targeting, and Policy, as well as OFAC counsel, on investigative and other matters relevant to enforcement activity.Represent OFAC and the Office of Enforcement in Treasury and interagency meetings and public speaking engagements concerning enforcement activities and compliance considerations.

• Review and prepare final agency recommendations for approval or denial of applications for licenses for personal, commercial, humanitarian, trade financing, travel, and other transactions.• Provide licensing policy and regulatory information and advice, by telephone or letter, to financial institutions, members of the public, corporations, members of Congress, U.S. government agencies, and foreign government officials who submit inquiries.• Confer with applicants and their attorneys in connection with their requests for licenses or other issues relating to compliance with regulations pertaining to Office of Foreign Assets Control (OFAC) licensing requirements. Represent OFAC and coordinate specific licensing cases and OFAC licensing policy with the policy interests of other Federal agencies concerned, through meetings, telephone calls, and correspondence with responsible officers of those government agencies.• Conduct analysis related to sanctions authorities, statutes, and regulations to formulate recommendations in response to licensing requests in regards to economic and financial sanctions administered by OFAC.• Apply knowledge of administrative laws, regulations, and guidelines concerning sanctions programs administered by OFAC.• Respond to inquiries concerning licensing actions involving policy-sensitive trade, financial issues, or regulatory information.• Assist in evaluating current and proposed policies or programs to identify problems or issues that need further evaluation.• Assist in development of various training-related materials, as well as other special projects designed to improve efficiencies within the Licensing Division's workforce.
