My career has been dedicated to building relationships across stakeholders to address significant statewide and community challenges faced by many sectors in Oregon. In my most recent roles, I led the $3.7B Oregon Community Foundation through significant growth, reform, and transformation work and also played catalytic role as Director of the $1.4B Oregon Department of Corrections.These unique roles have given me an interesting vantage point to consider our state, from the perspective of an attorney representing private-sector clients with Miller Nash, as a state legislator, directing a significant state agency and leading Oregon’s largest statewide philanthropic organization. I have worked with clients, constituents, wealthy donors and powerful citizens, nonprofit leaders, adults in custody, teachers, farmworkers, lawmakers, and children and families in almost every imaginable circumstance. I’ve been privileged to engage with people from widely different ideologies, parties, faiths, races, and backgrounds. These perspectives have contributed to my understanding about how to bring people and organizations together and arrive at meaningful solutions that advance their mission. My time in the legislature exposed me to policy issues impacting all sectors of Oregon and as Judiciary Chair I focused on fairness in Oregon’s justice system. This led to an appointment by the Governor to run the Department of Corrections where I served at the center of criminal justice work. I am particularly proud of creating the Governor’s Reentry Council focused on improving public safety in Oregon and for my award-winning work improving mental health services within Oregon’s prison system. Since 2012, I’ve led and modernized the Oregon Community Foundation (OCF) harnessing the power of philanthropy and helping it grow it from $1.2B-3.7B in total assets and to expand its impact by leveraging partnerships, creating new funding streams, and building trust-based coalitions with other funders and partners more than doubling our total grantmaking. When people ask me about the next step in my career, I tell them I care deeply about making Oregon a better place and seeking ways to leverage my unique toolkit and my systematic approach to leadership, strategy, and impact. President And CeoThe Oregon Community Foundation Feb 2012 - PresentPortland, Or, UsI was appointed to lead an executive team of 7, overseeing finance, fund services, investments, program development, grantmaking, donor stewardship, partnerships, HR, IT, operations, and marketing. My role was to drive the overall strategy for a $3.7B foundation with 100 employees and 5 office locations with $20M operating budget oversight. Report to a statewide board of 15, collaborating on planning, administration, and fiscal management. Voluntarily exited in September 2022, assuming a 6-month advisory role to help onboard the new president.- I was instrumental in boosting foundation growth from $1.2B to $3.7B, establishing OCF as the state’s largest public charity and on of the top-10 community foundations in the nation.- I built a new executive leadership team and led reorganization and modernization efforts by consolidating and developoing departments to best align with current objectives. Over my tenure I recruited and replaced the entire board of directors of the foundation to one that represent Oregon’s diversity.- As the CEO I led development efforts raising between $200M - $300M+ annually, up from less than $100M, by stewarding of gifts, elevating the brand profile, and extending collaborations and partnerships. - With those resources we were able to increase grant-making and scholarship programs to distribute more than $250M, up from less than $90M, annually awarding thousands of grants and scholarships across Oregon. - I helped the organization develop its DEI strategy, leading the board to formally adopt a DEI lens, creating training initiatives and hiring the first organization-wide DEI leader for the executive team.- I led the orgnization through the COVID-19 Emergency and the Statewide Wildfire response delivering unpresedented fund and resource allocation to nonprofits all across Oregon as we worked with private, public and nonprofit partners in response to the crisis. -
DirectorOregon Department Of Corrections Jan 2004 - Dec 2011Salem, Oregon, UsI was appointed and reappointed by Oregon governors to lead the department of corrections with 14 prisons, 4.5K+ employees, and 14K+ adults in custody, overseeing a $1.4B biennial budget including $300M+ in healthcare for the population. Managed a deputy director and 7 assistant directors. Led strategic planning, policy, and budget for both short-term and long-term operations. Worked closely with the Legislature. Built stakeholder relationships with labor unions, public safety, law enforcement, and community corrections systems in all 36 counties. - I was able to reduced overall healthcare costs by $10M+, established systems improvement plans, and negotiated/consolidated the $300M+ medical, dental, and pharmacy benefits. - I worked to transition the internal culture, relentlessly focusing on preparing adults in custody to integrate into society upon their release and reducing the recidivism rate. I doubled investment in mental health, dramatically improving services and public safety.- I refocused alcohol and drug addiction programming on evidence-based strategies and partnered with the department of health and human services to co-chair the governor’s alcohol and drug policy commission. - While director I was responsible for 700M+ in capital construction projects to build 2 additional prisons, including Warner Creek Correctional Facility, Deer Ridge Correctional Institution completing all on time and under budget.- During the Great Recession I managed a $150M+ budget shortfall in a single budget period through specific cost control measures including closing a prison facility and managing an agency-wide reduction in force.- I was a national leader of a team of correction directors to develop annual training and curriculum for members of the professional organization as well as serving as the Vice Chair of the National Institute of Correction appointed by the United States Attorney General. -

I served as the Chair of the House Judiciary Committee for two terms, chair of the Legislative Counsel Committee, Chair of the Land Use Reform Committee and as long-term member of the House Revenue Committee as well as numerous special commission and committtees.
